About the Role

We are a leading global Chinese automotive brand expanding our presence in Israel. We are seeking an experienced, high-resilience HR Specialist / Manager with local working rights to oversee regional HR operations. In this role, you will lead local talent acquisition, manage payroll and labor compliance, drive employee relations, and foster cross-cultural integration between our Chinese expatriate staff and local team members.

Key Responsibilities

Talent Acquisition & Pipeline Building: Manage full-cycle local recruitment, including sourcing channel maintenance, resume screening, interviews, offer negotiations, and onboarding. Track time-to-fill metrics and maintain talent pipelines.

Payroll, Attendance & Benefits: Oversee attendance and leave records for local staff and expatriates (incorporating local statutory and religious holidays). Manage monthly payroll ledgers, vendor management for social security/benefits, and collaborate with Finance for disbursement.

Labor Compliance & Lifecycle Management: Execute labor contracts (signing, renewals, amendments, terminations) in full compliance with Israeli labor law. Manage probation risks, performance issues, dismissals, and labor dispute mitigations.

Employee Relations & Cross-Cultural Integration: Facilitate ongoing employee communication, exit interviews, and performance feedback. Bridge cultural and religious practices between Chinese expat staff and local employees to build a cohesive workplace culture.

Headquarters Alignment & HR Analytics: Execute Chery HQ HR policies and generate monthly workforce reports (headcount analysis, recruitment velocity, turnover dashboards). Ensure complete closure of HR workflows and administrative reimbursements.

Engagement & Culture: Implement employee benefits, holiday incentives, and cultural team-building initiatives in partnership with the Administration team.

Qualifications

Work Authorization: Must possess valid Israeli Permanent Residency (PR) or full legal work authorization in Israel.

Language Proficiency: Fluent/Native in Hebrew and professional working proficiency in English (capable of independently liaising with local employees, authorities, law firms, and vendors).

Education & Experience: Bachelor’s degree or above in Human Resources or related fields. 3–10 years of experience in overseas/cross-border HR operations or Israeli local employment. Background in the automotive industry is a strong plus.

Legal & HR Expertise: Practical knowledge of Israeli labor law, employment compliance, payroll processing, and contract administration.

Operational Excellence: Strong cross-cultural communication, high resilience under pressure, and advanced proficiency in data tracking/spreadsheet management. Self-driven with a complete ownership mindset.
