Chief Information Officer (CIO)

Reports to: CEO, Tarya (operational); member of Partake Fintech's technology leadership (professional)

We are hiring a hands-on CIO to lead our entire technology organization: IT, software development (R&D), information and cyber security, and AI and innovation. The role carries full executive ownership of technology in a regulated fintech environment, with a lean team of seven professionals across three functions.

The position is built on a partnership model. You will be employed by Partake Fintech, Tarya's technology partner, and fully dedicated to Tarya Israel as its CIO. Day to day, you report to Tarya Israel's CEO. At the same time, you remain part of Partake's technology organization, with direct access to its engineering teams, its architecture and security expertise, and its AI practice. You get the mandate and independence of a company CIO, with the depth of a larger technology group behind you.

Technology strategy and leadership

•    Define and execute Tarya's technology strategy and annual work plan in line with business goals; own the technology budget and report on it to the CEO and board.

•    Serve as the executive voice of technology in management discussions, vendor negotiations, and in front of regulators, auditors, and business partners.

IT operations

•    Own corporate IT infrastructure, business systems, and end-user support, including availability, business continuity, and disaster recovery.

Information and cyber security

•    Carry executive accountability for the company's security posture and its compliance with Israeli privacy and financial-sector requirements.

•    Direct the security team (CISO and cyber security expert) on the security program: policies, certifications (e.g. ISO 27001), audits, and incident response.

R&D and delivery

•    Lead the R&D team in developing and maintaining Tarya's systems; own delivery priorities, quality, and the development lifecycle.

•    Coordinate with Partake's engineering teams on shared components, technical standards, and roadmap.

AI and innovation

•    Set and drive the AI agenda: adoption of AI tools across the company, AI capabilities in operations and products, and governance for responsible use in a regulated environment.

•    Evaluate new technologies and process improvements, and turn the promising ones into working practice.

Seven professionals across three functions, reporting to you:

•    IT — system administrator, helpdesk specialist

•    Security — CISO, cyber security expert

•    R&D — project manager, software developer, QA engineer

This is a lean, senior structure. The role is a player-coach position: you lead through experienced specialists, and you are expected to stay close to the details and step in hands-on when needed.

•    10+ years in technology roles, including 5+ years leading a technology function (CIO, CTO, VP R&D/IT, or equivalent), preferably in fintech, banking, or another regulated industry.

•    Proven breadth across the full scope of the role: IT infrastructure and operations, information security, and software development. Enough depth in each area to lead senior specialists with credibility.

•    Experience carrying executive accountability for security and regulatory compliance: audits, certifications (ISO 27001 / SOC 2), and privacy requirements.

•    A track record of managing multidisciplinary teams and delivering through them.

•    Ownership of technology budgets and vendor relationships, including negotiation and managed services.

•    Working knowledge of modern cloud environments and software delivery practices.

•    Concrete experience adopting AI in an organization (developer tooling, process automation, or product features), with sound judgment on risk and governance.

•    Executive presence: able to work with the CEO and board on one side and engineers on the other, in fluent Hebrew and English.

•    Domain experience in lending, credit, or payments.

•    Familiarity with Israeli financial regulation and the Privacy Protection Law.

•    Experience working with distributed or international engineering teams.

•    Full executive ownership of technology at an established Israeli public financial company, with a direct seat at the management table.

•    The backing of Partake's technology organization: shared knowledge, architecture and security expertise, and an active AI practice.
