Foreign Employees HR Coordinator and supervisor

Description:

An international engineering and infrastructure partnership, operating projects in southern Israel (Ashdod and Tzafit), is seeking a Foreign Employees HR Coordinator & Supervisor for a dynamic position responsible for overseeing the employment conditions of foreign workers.

The position serves as the organization's representative responsible for ensuring full compliance with Israeli regulations concerning the employment of foreign employees.

The role includes managing the compliance and monitoring cycle, from supervision of accommodation and welfare conditions to payroll audits and ongoing reporting to the relevant authorities. The position also includes assisting and supporting employees with HR administration matters.

Key Responsibilities:

• Payroll and Attendance Monitoring: Reviewing foreign employees' payslips and attendance reports.
• Legal Compliance: Ensuring full and continuous compliance with Israeli labor laws and regulations.
• Reporting to Authorities: Responsibility for submitting ongoing monthly reports and regular updates to the Population and Immigration Authority.
• Field Monitoring and Employee Welfare: Conducting regular inspections of foreign workers' accommodation, ensuring appropriate employment conditions at the work sites, and maintaining safety standards.
• HR Administration: Providing assistance and support to foreign employees with various HR and administrative matters.

Requirements:

• Bachelor's degree.
• Proven experience in Human Resources / Personnel Management – mandatory.
• Israeli citizenship and a valid driver's license – mandatory.
• Excellent interpersonal skills and a proactive, hands-on approach.
• Knowledge of Israeli labor laws and Population and Immigration Authority regulations – an advantage.
• Ability to work with multiple organizational interfaces, including Finance, Operations, and HR.
• Willingness to travel for field inspections at employees’ accommodation and work sites. 
• High-level Hebrew – mandatory.
• High-level English – mandatory.
• High-level Chinese – an advantage.
