About the roll:
The Planning & Control Department in the Administration & Human Resources Division leads the organization’s strategic planning processes, annual workplans, budgeting, HR information systems, Career Center operations, and tender processes.
The department is responsible for developing professional HR frameworks, shaping a tailored human capital strategy, building models and insights, monitoring resources, and leading organization-wide improvement initiatives through a human capital lens
Responsibilities:
- Strategic Planning & Control: Develop annual and multi-year forecasting models; conduct analyses and post-mortems; draw actionable conclusions across diverse HR topics.
- Workplan & Annual Review Processes: Build annual workplans and annual assessments; define measurable goals, tasks, KPIs, and control mechanisms.
- Workforce & Resource Management: Monitor headcount vs. positions/approved staffing; align staffing with budget sources; oversee resources under the Administration & HR Division.
- Organization-wide HR Controls & Policy Implementation: Conduct cross-organizational audits; extract lessons learned; implement policy changes; establish HR work norms and standards.
- HR Information Systems: Maintain and enhance HR systems; write specifications (requirements); lead upgrades, development, and implementation of new solutions.
- Reporting & Data Analytics: Produce internal and external reports; retrieve and present data to leadership and relevant stakeholders.
- Process Optimization: Review workflows and recommend improvements for continuous organizational optimization.
- Incentive Compensation Management: Lead, monitor, and operate the incentive compensation program across the medical center.
- Cross-functional HR Processes: Manage complex processes across the HR division and multiple interfaces.
Requirements:
- Bachelor’s degree in a relevant field (Management, Economics, Business Administration, Social/Behavioral Sciences, Industrial Engineering & Management) – Required
- Minimum 5 years of proven managerial experience (team leadership), including experience in control, budgeting, and strategic planning in a large organization – Required
- Broad systemic understanding and strong ability to work with multiple complex stakeholders
- Strong technological orientation
- High analytical capability and strategic thinking
- Full-time availability and willingness to work overtime when needed
- Ability to ensure functional continuity during emergency situations, aligned with the organization’s nature
- Strong systemic thinking and strategic decision-making abilities
