JOB TITLE: Nutrition in Emergencies Specialist

TYPE OF CONTRACT: Consultant (Level II)

DURATION: 11 months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The 2025 Flash Appeal identified 3.3 million Palestinians as requiring assistance in the OPT with the majority (2.1 million) in the Gaza Strip and an estimated 1.2 million in the West Bank. Twenty months into the conflict, the Gaza Strip is still confronted with a critical risk of famine as per the latest IPC findings. The entire population is facing high levels of acute food insecurity and a rapidly deteriorating nutrition situation, with half a million people (one in five) facing starvation.

The food and nutrition security continues to be challenged by restricted access and blockade, continued hostilities, massive and multiple displacements of more than 90 percent of the total population of Gaza, as well as a collapse of the food system and restricted access to clean water, compromising the nutrition situation of children in particular. The situation requires robust coordination, technical and operational support for immediate as well as longer-term response to address the food insecurity, acute malnutrition and mortality of the vulnerable groups.

ACCOUNTABILITIES/RESPONSIBILITIES:

This position will be based in East Jerusalem and under the overall guidance of the Head of Programme with regular travel to Gaza. Remote work can be undertaken while travel arrangements (visas) are finalized. The incumbent will be required to work in close collaboration with the VAM, Ops, CBT, Social Protection, Resilience, Logistics, Partnerships and BPU teams in particular, while coordinating with external nutrition partners. The incumbent will carry out key activities as follows:

Strategy: Formulate the strategy for nutrition programming across Gaza and the West Bank, contributing to more integrated programming across programme and other teams in the WFP Pal CO towards improved nutrition outcomes, across three main pillars: Emergency response (large scale emergencies and famine prevention) and related nutrition-specific interventions; and, nutrition-sensitive interventions, including ensuring a cross-cutting approach to nutrition integration across WFP interventions including for emergency response, nutrition-sensitive social protection, and nutrition-sensitive resilience amongst others and using SBCC cross-cutting activities; ensuring Food Safety and Quality (FSQ).

Coordination: Engage with the Nutrition Cluster, and key nutrition partners, most notably UNICEF, to ensure that WFP’s efforts form part of system-wide efforts to combat nutrition challenges and pursue improved nutrition outcomes. Represent WFP in nutrition cluster meetings, ensuring WFP's perspectives and priorities are adequately addressed and integrated into response plans. Actively participate in strategic discussions and decision-making processes within the nutrition cluster including in relevant strategic and technical working groups (e.g. Infant and Young Child Feeding, Integrated Management of Acute Malnutrition and Nutrition Information System technical working groups).

Team leadership and management: Lead the Nutrition Unit and oversee the implementation of the nutrition related activities in Palestine, putting in place a clear implementation plan for cross-cutting engagement with other teams.

Analysis: Design, conduct and communicate the nutrition situation clearly and effectively to nutrition stakeholders and beyond, keeping updated context analysis in readiness.

Technical guidance:

Provide technical advice on nutrition specific and nutrition sensitive programme and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and commodity choice for nutrition specific and nutrition sensitive programming in line with WFP standards and processes.

Provide guidance on nutrition information including indicators for various assessments, vulnerability analysis (e.g FNG and IPC).

Contribute to emergency preparedness actions, providing technical recommendations on contingency planning, risk analysis and early warning related to nutrition risks.

Partnerships:

Support the strengthening of national nutrition initiatives, including the development of national government policies related to nutrition as well as nutrition strategies, action plans, protocols and guidelines and international guidance and current evidence.

Provide support for operational partnerships, including inter-agency collaboration, to ensure a strong multi-sectorial response to nutrition in both emergency and non-emergency settings.

Representation: Represent WFP at relevant meetings to contribute to technical discussions, advocate for nutrition interventions and identify areas of potential collaboration.

Capacity building: Build capacity of WFP staff, partners and national governments to prepare for and respond to nutrition problems.

Any other business: as needed and responding to ad hoc requests

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Graduate level (Masters or above) in Nutrition, Public Health (Epidemiology or biostatistics) or other related field.

Desired experiences:

Has actively supported and been engaged in large scale emergency operations and has led or participated in strategy planning within a mid-size, moderately complex country, or equivalent environment.

At least five years of professional work experience in emergency context; proven capacity to support the design and management of integrated wasting and malnutrition prevention programs in different settings.

Has gained substantial experience in humanitarian operations roles as (but not limited to) a programme or project officer, team leader, or equivalent. Experience in developing and implementing CBT activities is highly desired.

Languages: Fluency (level C) in English language.
