Org. Setting and Reporting
On 29 May 1948, the United Nations Security Council, in its resolution 50 (1948) called for a cessation of hostilities in Palestine and established the first peacekeeping mission headed by a UN Mediator with the assistance of a group of military observers to be known as the United Nations Truce Supervision Organization (UNTSO). UNTSO is mandated to observe and maintain the unconditional ceasefires and assist the parties to the 1949 Armistice Agreements in the supervision of the application and observance of the terms of those Agreements. UNTSO's mandate covers five countries, including Egypt, Israel, Jordan, Lebanon, and the Syrian Arab Republic. This position is located in Human Resources Unit at UNTSO Headquarters, Jerusalem. Reporting directly to the immediate supervisor, and overall supervision of the Chief Human Resources Officer (CHRO), the Human Resources Assistant will carry out following duties and responsibilities.
Responsibilities
• Prepares Job Openings in accordance with classified Job Descriptions and advertise on established platforms. • Assists with the review of applicants to ensure that candidates meet eligibility criteria, including requirements stated in the job openings. • Initiates and follows-up on reference checks in respect of academic verifications and employment records, ensuring the completion of the pre-recruitment formalities. • Initiates and prepares offers of appointment, including Statement of Emoluments, for review by the immediate supervisor. • Assists with the scheduling and coordination of assessment of candidates, including written assessments, and Competency Based Interviews. • Advises staff on the application and implementation of HR policies, procedures, regulations, and rules concerning entitlements and benefits. • Reviews and processes entitlements and benefits related actions in Umoja. • Assists with the monitoring and documentation of issues related to conditions of service of staff and advises the supervisor of any developments. • Conducts research and prepares written responses to queries related to HR matters. • Assists as required in the Budget process. • Provides general office support services; processes, drafts, edits, proofreads and finalizes for signature/approval, a variety of correspondence and other communications. • Prepares and drafts written response to queries concerning HR related matters. • Assists with reviewing and processing requests for classification, advising and answering queries on classification procedures and processes. • Assists in providing documentation and background materials relating to classification. • Performs other duties as required.

Education
High school diploma or equivalent is required. Excellent computer skills. Knowledge of UN HRIS applications like UMOJA or ERP is required.
Job - Specific Qualification
A valid driver’s license in Jerusalem is desirable. Good knowledge of and application of UN Staff Rules and Regulations is desirable. Supplemental training and certification in Enterprise Resource Planning (ERP) systems is desirable. Course work/training in human resources are desirable. Excellent computer skills. Knowledge of UN HRIS applications like UMOJA or ERP is required.
Work Experience
A minimum of seven (7) years of progressively responsible experience in human resources management, administrative services or related area is required. Experience in application of UN Staff Rules and Regulations in operational environment, including administration of a broad range of entitlements and benefits is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. Fluency in spoken and written English is required. Working knowledge of spoken and written Arabic and Hebrew is desirable.
