Project Quality Manager - EPC Tel Aviv Green Line

THE ROLE

Be the face of Quality in the project facing the customer/PMC (Project Management Company)
Ensure a sound governance and coordination of all activities, processes, and tools enabling quality assurance and control of project deliverables.

THE MAIN RESPONSIBILITIES

Promote a strong quality culture within the Consortium and its Partners.
Define, implement and maintain the Consortium Quality Management Plan (including the definition of quality objectives), and related quality procedures and instructions (handover between partners, handover with customer and Punch List management, field observation deviation, …).
Verify for completeness and integrity each Design Package and Inspection Test Plan (ITP).Sign-off each of them.
Analyze and Follow-up on actions to ensure rapid maturation of ITPs.
Perform regular weekly meetings with Partners (quality network), for appropriate coordination of activities, especially interfaces between Partners.

Follow-up till closure of issues between parties (handover issues, defects originated by other entity, …).
Analysis and Follow-up of Consortium KPIs, and related action plans till closure.

Attending(Leading for Quality meetings) regular meetings with customer TMT/PMC/NTA, defending Consortium results, with special attention to possible impacts on Partners.
Drive continuous improvement by performing EPC Quality Management System (QMS) audits on all Partners and leading return on experience sessions.
Coordinating and attending QMS audits performed by the customer/PMC, or 3rd party (RINA, AFNOR, local authorities, …).
Initiate lead and monitor progress of quality improvement initiatives.
Taking care of all customer/Owner NCRs, coordinating and holding Partners accountable for diligent NCR closure.
Provide a regular (monthly at the minimum) consolidated and comprehensive Quality report to the customer/Owner.
Organize training and information sessions on EPC specific processes and enabling software applications.
Contract analysis and management, avoiding extra work when not necessary.
Empowering the relationship with Environment and Safety activities

Performance measurements:

The Project Quality Management Plan shall be viewed yearly and/or when impacted by changes (organisation, processes, etc.).
Audit non-conformities (NC) shall be solved in less than three months.
Quality Management Review (QMR) performed yearly involving al key stakeholders.
Maintain a systematic action plans addressing issues raised during external or internal audits.
Quality Reviews performed monthly involving al key stakeholders.

Education

Graduate or post-Graduate degree in engineering.
Fluent in English

Experience

Experience in Quality Management
Experience in operational activities and in documentation management.
Experience in teams/people management & ability to positively influence in cross-functional/ geographically distributed teams
Knowledge of Quality Standard (ISO9001)
Knowledge of railway industry would be a plus (norms, certifications…).
