Role Purpose:
To provide support to the Country Director Occupied Palestinian Territories (OPT) in delivering against their responsibilities for the safety and security of British Council staff and others for whom we have a duty of care and for British Council’s assets, operations and reputation in so far as these might be impacted by security issues. To manage the security and health & safety of British Council staff to British Council corporate standards and relevant polices/ procedures and protocols are met. To ensure that team performance adds value to the delivery of objectives and to ensure that business continuity risks are identified, monitored, managed and controlled.
Accountabilities:
Security
Oversee security of premises and all operational activity and the delivery of the British Council’s duty of care responsibilities to its staff, contractors and partner organisations as appropriate, advising and managing risk mitigation across the OPT.
Ensure and administer a compliant regime around the Plan, Do, Check and Act concept
Provide timely, accurate and consultative situation analysis, actor mapping and Security Risks Assessment for Country and Field Locations that will guide decision making for new opportunities and existing programmes and emergency preparedness actions, and inform decisions on geographical reach, programme interventions and partners.
Translate Security Risks Assessments into practical and pragmatic Security Management, Incident Management, Business Continuity and Contingency plans for all the areas that the British Council operate.
Manage the approvals system ahead of all operational activity, review security contingency plans, including the Incident Management Plan, Business Continuity Plan as well as Evacuation and Lockdown procedures, Journey Management around the Country. Maintain the Country Risk Assessment. Adapt the British Council’s security posture in OPT to meet the changing security environment as needed.
Liaise with internal and external security stakeholders and influencers, e.g. local authorities in each area (where possible/permissible), British Consulate Generale, Regional Security Director -MENA
Ensure security and relevant communications support equipment are up to date, accounted for and in good working order
Ensure protocols for using security support services and communications plans (such as telephone tree and travel plan approvals) are up to date, communicated to staff, understood and properly applied
Ensure all security related incidents are investigated and reported appropriately
Ensure delivery of appropriate safety and security training and awareness.
Health and Safety
Oversee H&S policy and encourage application compliant implementation
Monitor and review H&S management of operational activities and the working environment, assessing and managing the risks identified in the processes
Conduct periodic drills for fire, earthquake and attacks in conjunction with FCDO requirements.
Management
Line manage British Council driver(s) and ensure effective management of transport and other logistical matters related to inward/outward/field visits
Work with the Country Director to manage security functions, including producing weekly/monthly approvals of operational activities
As part of the Country Leadership Team (CLT) contribute to effective and compliant delivery of British Council operation in OPT.
Relationship Management, Suppliers and Services
Manage relationships with government offices and consulates and other Embassies on security related issues.
As required, represent the British Council in discussions and dealings with external suppliers/providers.
Risk and Information Management
Act as Focal Point for risk management in line with British Council requirements
Develop and maintain the sources and systems used for the acquisition, collation, assessment and dissemination of all security related intelligence and information to ensure the right people are informed and act appropriately in response to developing security scenarios in a timely fashion at the tactical, operational and (with the CLT) strategic levels. In addition, to:
Support the Senior Leadership Team on the development of Business Continuity Plans (BCP) and ensure these are effectively implemented and updated on British Council Corporate systems
Support other CLT members/leads in setting and implementing action plans and training related to security and health & safety issues.
Ensure compliance with audit requirements related to health & safety, and security.
Maintenance of BCP and RMDP personnel lists, including local responsibility for the secure handling of data.
Language requirement:
Arabic and English (written and spoken) – Must
Hebrew (written and spoken) - Desirable
Role specific skills:
Strong communication (written and verbal) and organisational skills with the ability to prioritise tasks, meet deadlines and work under pressure.
Experience of implementing corporate risk and security systems, threat / risk assessments and mitigation.
Role specific knowledge and experience:
Essential:
Intermediate experience in security and safety management and delivery in OPT in a management / supervisory position.
Desirable:
Proven experience of coordinating access, travel and security networking in OPT.

Holds valid Israeli driving licence
Defensive driver/armoured vehicle driver training (or express willingness to be trained in this area if required).
