JOB DESCRIPTION

The Position:

The Humanitarian Supply and Logistics Specialist leads the UNFPA Palestine Supply Team. As such, her/his primary responsibility is to provide oversight and management for all supply functions within the country office, focusing on end-to-end processes including sourcing, planning, pipeline management, logistics, warehousing, and last-mile delivery. The specialist will work under direct supervision from the Deputy Country Representative/Humanitarian Coordinator and is supported by the operations manager, and head of Gaza field office

Job Purpose:

Under the overall supervision of the Representative and direct supervision by the Deputy Representative/Humanitarian coordinator, the incumbent will work very closely with the operational manager, the Gaza based team, and the program team leads. S/he will support the Palestine CO affected by the current escalation of the conflict at in the coordination, implementation monitoring and reporting of the humanitarian logistics and supply chain at the national- level. S/he wil work closely with the national authorities, humanitarian agencies, civil society and local counterparts to provide assistance to the crisis affected communities in a manner consistent with the methodology outlined in the Inter Agency Standing Committee Cluster system and Humanitarian Programme cycle.

Humanitarian Supply and Logistics Specialist is responsible for the overall oversight and management of the Supply Team, focusing on end-to-end processes including supply planning, sourcing, pipeline management, logistics, warehousing, and last-mile delivery. As the majority of supplies used by UNFPA in emergencies are health commodities, the position will have a significant focus on medical supply planning, medical procurement and medical logistics (including pharmacy management oversight).

You would be responsible for:

Provide day to day oversight over the supply team in the Palestine CO
Lead on development and regular update to the supply plan based on the UNFPA Palestine emergency response plan
Ensure the development, implementation and maintenance of the procurement plan
Ensure the development of the Logistics Concept of Operations for distribution to the last mile based on the humanitarian response plan, linked to the logistics cluster Concept of Operations (ConOps) and regular updates depending on access and logistics infrastructure
Ensure effective and efficient distribution of supplies to the last mile, in line with good practices in medical logistics and compliance with UNFPA policies and procedures
Lead in the development of a sustainable supply monitoring plan, together with programme teams to ensure monitoring and oversight over supply distribution quality, logistics management and supply data collection with the implementing partners down to service delivery point (including pharmacy inventory management).
Ensure consistent engagement with the Logistics Cluster, focused on effective integration of UNFPA gaps and needs in the Logistics Clusters coordination, information management and common services
Ensure consistent engagement with the Health Cluster, focused on coordinated supply and distribution planning
Ensure UNFPA's representation in other inter-agency assessments and meetings as it pertains to supply and logistics
Ensure the inclusion of logistics in the overall UNFPA program design decisions with regard to feasibility, prioritization and implementation
Assist with Resource mobilization as they pertain to supply and logistics management
Develop and provide relevant capacity building on all aspects of supply and logistics to UNFPA, Implementing Partner, or Interagency Partner staff
Support the surge team with technical screening of roster members, building the capacity of the surge roster, and effective deployment of the short term surge experts. ).

Qualifications and Experience:

Education:

Advanced university degree in supply chain, logistics, humanitarian response, or a related field

A certification in medical logistics is an advantage

Knowledge and Experience:

At least 5 years of professional work experience in humanitarian supply chain management or humanitarian logistics;
At least 3 years field based experience working in scale up, rapid onset, humanitarian emergencies; Managing medical supplies distribution, storage, transportation operations in emergency settings; (military, commercial, NGO, or with an international organization) is an advantage;
Experience in supply planning, particularly on medical commodities
Experience in the development, implementation and facilitation of adult
learning programmes/trainings is desirable; and
Experience in working in collaboration with interagency logistics and supply actors;
UN common system knowledge and experience, especially field experience, is desirable.

Languages:

Fluency in English is required; knowledge of Arabic is an asset
