Current Opportunity: Manager, Program Financial Operations, Israel – Tel Aviv, Israel

The Michael & Susan Dell Foundation is seeking a Manager, Program Financial Operations, Israel to join our team in Israel. This role is part of the founding team for the Dell IL Tech Leaders Scholarship Program, a partnership with the Council for Higher Education designed to support talented young adults in pursuing STEM education at leading academic institutions in Israel.

The primary responsibility of this role will be to lead the financial management of Dell IL across eight participating academic institutions. The program includes multiple financial components, including tuition, living stipends, student support services and program management and operating costs, as well as a shared funding structure with the Council for Higher Education.

In addition, the Manager, Program Financial Operations, Israel will provide financial support and oversight for selected projects across the Foundation's Israel portfolio where the funding model, partner structure, or financial flows require dedicated finance acumen.

We are looking for a highly analytical, hands-on program operations professional with strong financial acumen and practical judgment. The ideal candidate can translate program activity into budgets, forecasts, payment and reconciliations, build practical processes and tools, and work effectively across multiple partners, can move easily between detailed analysis and the broader financial picture, and works well in a dynamic, collaborative environment.

About the Role

Reporting to the Head of Israel Scholars within the Israel Programs team, this role sits at the center of the day-to-day operation of Dell IL. You will own the operational finance and program-management processes that support the scholarship program across eight academic institutions and the partnership with the Council for Higher Education, translating program commitments into clear budgets, forecasts, payment plans, reconciliations, and operating rhythms.

The large majority of the role will focus on Dell IL. Over time, you may also support selected Israel projects where the Programs team benefits from stronger budgeting, financial analysis, or operational infrastructure. You will partner with the Foundation's Finance team on documentation requirements, policies, and accounting and reporting inputs, while owning the underlying program-level detail and execution.

You will be expected to:

Lead Operational Finance & Analysis of Dell IL

Build and own the annual and multi-year program budget, forecast, and monitoring of the scholarship program spending, including inputs to MSDF's annual budgeting process and for the Council of Higher Education budget approvals.
Manage and track the program's different financial components, including tuition, living stipends, laptops, textbook credits, student support services, and program management and operating expenses.
Maintain a program cash-flow forecast and payment calendar to ensure sufficient liquidity for tuition, stipends, vendors, partners, and oversee operating commitments in line with approved funding plans.
Manage the financial aspects of the partnership with the Council for Higher Education, including funding flows, reconciliations, reporting, and financial coordination.
Build clear and consistent financial and operation tracking processes with participating institutions to support accurate, timely, and efficient program implementation.
Work closely with the program team to ensure that financial processes support effective delivery of the scholarship program.

Lead Dell IL Financial Planning, Analysis & Reporting

Monitor actual financial performance against budget and forecast, analyze variances and trends, and identify issues requiring attention.
Prepare clear and timely financial reports, forecasts, and analyses for the Israel team and relevant Foundation stakeholders.
Develop financial models and scenario analyses to support planning and decision-making.
Maintain a clear view of financial commitments, expected payments, and emerging financial risks.
Translate complex financial information into concise, practical insights for both finance and non-finance colleagues.

Support Financially Complex Israel Projects

Provide financial analysis and oversight for selected projects across the Foundation's Israel portfolio.
Partner with Program Managers & Officers on project budgets, forecasts, payment structures, co-funding arrangements, and financial performance.
Support the design of financial structures and payment mechanisms for projects involving multiple partners, funding sources, or significant operational complexity.
Work with academic institutions and partners to establish practical processes for invoicing, reporting, account reconciliation, and issue resolution.
Surface material variances, funding gaps, timing issues, or partner discrepancies early and recommend practical solutions.

Build Reporting & Operating Tools

Maintain the Dell IL Pipeline report and spending outlook, comparing actuals and commitments to budget and forecast and updating expected year-end spend throughout the year.
Build and maintain clear dashboards, trackers, and management reporting that give the scholarship team visibility into cohort funding, service utilization, OPEX, partner balances, and cost-sharing status.
Analyze variances, trends, utilization, and cost drivers; translate the data into practical insights and actions for program leaders.
Support financial reviews, audits, and compliance processes as needed.
Simplify and automate recurring processes and reporting where useful, while maintaining data quality and clear ownership.

Partner Across Programs, Finance & External Stakeholders

Develop effective working relationships with academic institutions, the Council for Higher Education, scholarship fund distributors, vendors, other public-sector partners, and relevant external stakeholders.
Serve as the scholarship team's hands-on operational finance partner - bringing financial rigor while staying grounded in program goals, student experience, and day-to-day execution.
Partner closely with the Head of Israel Scholars, Israel Program Officers, and the Foundation's Finance team; provide the program-level detail and documentation Finance needs for corporate reporting, accounting, budgeting, and compliance.
Flex to selected Israel portfolio projects where budgeting, forecasting, co-funding analysis, payment design, or operational problem-solving would strengthen program delivery.

Requirements

Bachelor’s degree in Economics, Finance, Business Administration, and Management, Accounting (with clear preference for a master’s degree from a leading institution) or related analytical field.
At least 7+ years of relevant experience in business operations, program operations, FP&A, commercial, business analysis, revenue operations, or a similar analytical role with meaningful financial responsibility.
Demonstrated experience building and managing budgets, forecasts, spending trackers, reconciliations, and management reporting.
Experience owning operational processes that span multiple stakeholders, entities, funding streams, or external partners.
Strong analytical skills and advanced proficiency in Excel and financial reporting tools.; experience with Power BI, reporting, or ERP/CRM tools is strongly valued.
Ability to translate detailed financial and operational data into clear, actionable recommendations for non-finance stakeholders.
High-level proficiency in Hebrew and English, both written and verbal.

Preferred

Experience in commercial finance, sales or revenue operations, business operations, FP&A, or program operations roles where financial acumen is embedded within an operating team.
Experience working with government or public-sector entities, foundations, universities, grant-funded programs, or other multi-partner initiatives.
Experience working with co-funded programs, cost-sharing arrangements, or complex partnership
