About The Role

We're building Deel's payroll operations for Israel to capture a significant market opportunity. This is a greenfield build. You'll be the founding product leader for Israel, working with a dedicated engineering team to design and launch payroll, HR, time tracking, and related products that serve Israel's complex regulatory and business environment.

As Country PM, you'll own end-to-end product strategy and execution. You'll work across compliance, engineering, payroll operations, HR, and time tracking to translate local requirements into products that work. You'll make critical trade-off decisions: what to build first, what gets deferred, and how to hit market timelines without overcommitting.

The Context

Israel represents both significant opportunity and technical complexity. The Israeli tech ecosystem is thriving, but navigating Israeli tax law (complex multi-tiered system), mandatory pension contributions (Bituach Leumi), military service obligations, and strict compliance landscape requires deep local expertise. You'll be working with high-value customers ranging from early-stage startups to scale-ups who need robust, compliant payroll solutions.

We're building on Deel's internal infrastructure, which means you'll coordinate across multiple product teams and navigate technical complexity that a third-party vendor would hide. You own translating Israel's requirements into engineering work and prioritizing ruthlessly against your team's capacity.

What You'll Do

• Define product strategy for the Israeli market across payroll, HR, time, and services
• Work with your dedicated engineering team to execute on the roadmap
• Coordinate across Product (payroll engine), Time, HRIS, and Services teams to align on dependencies
• Break complex requirements into iterative pieces. Ship early, learn from customers, iterate
• Own the relationship with key accounts, understanding their needs and validating your solutions
• Work with sales, implementation, and local compliance teams to ensure we're building something that can scale
• Think like an entrepreneur. This is a new market opportunity, and you're building the playbook from scratch
• Use AI to speed up the build, getting rules in and scale in collaboration with local compliance teams.
• Navigate Israeli tax law, pension system (Bituach Leumi), military service obligations, and unique employment compliance requirements
• Build solutions that work within Israel's unique labor market while creating a model for regional EMEA expansion
  
  

Must Have

What We're Looking For

• Based in Israel (time zone and cultural fluency essential for Israeli market complexity)
• Fluent English speaker (Hebrew fluency would be a bonus)
• Comfort navigating ambiguity and making good decisions with incomplete information
• Strong stakeholder management. You'll coordinate across teams and external partners
• Pragmatism and systems thinking. You need to understand how payroll, HR, time tracking, and compliance fit together

• Familiarity with Israeli labor law, tax system, or Bituach Leumi pension requirements
• Prior experience building payroll systems or working in payroll product roles
• Track record launching new products or entering new markets
• Experience with enterprise customers or complex business requirements

• Our salary range reflects gross base salary. For commercial roles with commission eligibility, this figure represents On-Target Earnings (OTE), inclusive of base salary and target commission.
• Salary ranges are quoted in USD as a consistent global reference. Your offer will be localized to your country's currency using a market-aligned conversion.
• Final pay is based on objective, job-related criteria including experience, skills, and location.
