A leading company in the Data Center sector is seeking a Deputy VP of Construction for a senior, cross-functional management role responsible for leading the construction project portfolio, managing and overseeing Project Managers, and coordinating all interfaces from initiation and design through commissioning, handover, and transition to operations.
The role serves as the right hand of the VP of Construction and includes the authority to lead processes and make ongoing decisions on their behalf, in accordance with company policy and the defined authority framework. The position requires the ability to combine strategic thinking with a strong field presence, attention to detail, and the ability to drive multiple stakeholders in a complex, systems-intensive environment.
Role Purpose
- Ensure coordinated, consistent, and effective management of all construction projects while meeting safety, quality, budget, schedule, and performance objectives.
- Translate the VP of Construction's policies into work plans, control mechanisms, priorities, and operational decisions across all projects.
- Establish a unified management overview, identify constraints and risks at an early stage, and lead their resolution with the relevant stakeholders.
Key Responsibilities
- Support the VP of Construction in managing the project portfolio and developing multi-project work plans, priorities, and resource allocation.
- Professionally manage Project Managers on an ongoing basis, set objectives, monitor performance, provide mentoring, resolve obstacles, and ensure consistency in working methods.
- Lead cross-functional status meetings and management discussions, consolidate an integrated project status overview, and escalate decisions requiring the involvement of the VP of Construction or company management.
- Monitor project work plans, milestones, critical paths, and schedules, including interfaces and dependencies between projects.
- Oversee project budgets and commercial aspects, including forecasts, commitments, accounts, changes, exceptions, claims, and commercial risks, in collaboration with Finance and Procurement.
- Ensure coordination between design, procurement, execution, testing, commissioning, handover, and transition to operations, while maintaining continuity of information and decisions.
- Manage and escalate engineering, operational, regulatory, and commercial risks and lead corrective action plans through resolution.
- Monitor design readiness for execution, interface closure, availability of long-lead equipment, supplier and contractor performance, and completion of prerequisites for execution.
- Lead quality and safety control processes and ensure compliance with engineering requirements, specifications, agreements, and client requirements.
- Participate in critical project milestones, including Design Reviews, design approvals, major engagements, scope changes, integration testing, and commissioning.
- Establish management routines, KPIs, and standardized reporting across the construction organization, and implement Lessons Learned and continuous improvement processes.
- Represent the VP of Construction in professional and management forums and act on their behalf when required, in accordance with the defined authority framework.
- Participate in the recruitment, onboarding, and development of Project Managers and other key roles within the construction organization.
Key Authorities
- Set ongoing priorities and provide direction to Project Managers in accordance with the VP of Construction's policies.
- Require corrective action plans, data, and status updates from all project stakeholders and monitor their implementation.
- Stop or escalate activities when there is a material risk to safety, quality, budget, or schedule.
- Make ongoing decisions within approved budgets, contracts, and the company's authority matrix.
Requirements
- At least 10 years of experience managing complex, systems-intensive construction projects, including at least 3 years managing Project Managers or serving in a senior cross-functional role – mandatory.
- Proven experience managing multiple projects simultaneously and leading contractors, designers, consultants, suppliers, and supervision companies – mandatory.
- Broad engineering understanding of electromechanical systems and the interfaces between electrical systems, high and low voltage, generators, UPS, HVAC and cooling, control systems, fire detection and suppression, structures, and infrastructure – mandatory.
- Proven ability to manage and control budgets, schedules, critical paths, risks, changes, and contracts – mandatory.
- Ability to read and analyze plans, specifications, bills of quantities, contracts, and engineering reports – mandatory.
- High proficiency in Hebrew and English, including conducting professional discussions and working with international suppliers – mandatory.
- Bachelor's degree in Electrical Engineering, Mechanical Engineering, Civil Engineering, or another relevant engineering field – mandatory.
- Experience in the construction of Data Centers, critical facilities, advanced industrial facilities, or systems-intensive infrastructure – a significant advantage.
- Experience with Commissioning, integration, and testing of complex systems – a significant advantage.
- PMP certification or recognized project management training – an advantage.
