About NTU International A/S
NTU International A/S is a leading international consulting company providing project management and technical advisory services worldwide. NTU works extensively with European Union institutions, international financial institutions, development agencies, and public sector clients across energy, climate, infrastructure, governance, economic development, and sustainable investment.
NTU International is preparing a proposal for the EU-MENA Clean Tech Cooperation project and is expanding its network of qualified Non-Key Experts who may be mobilised on a short-term, on-demand basis during project implementation.
he project aims to strengthen cooperation between the European Union and the MENA region in the field of clean technologies, supporting the development of enabling policy and regulatory frameworks, clean energy markets, investment opportunities, sustainable value chains, and stronger cooperation between public and private sector stakeholders.
We are seeking qualified Policy, Regulatory & Institutional Experts – Clean Energy to join our expert pool and provide specialised technical expertise according to project needs.
Key Responsibilities
Selected experts may support activities such as:
- Analysing energy and clean technology policies, legislation and regulatory frameworks.
- Supporting the development and implementation of renewable energy, energy efficiency and clean technology policies.
- Advising on electricity market reforms, regulatory frameworks and institutional arrangements.
- Supporting policy and regulatory dialogue between EU and MENA stakeholders.
- Conducting institutional assessments and supporting institutional capacity development.
- Providing recommendations on regulatory barriers affecting clean technology deployment and investment.
- Supporting alignment with international and EU energy, climate and clean technology policies.
- Preparing policy papers, regulatory analyses, roadmaps and technical recommendations.
Requirements
Candidates should demonstrate:
- Relevant university degree in energy policy, law, economics, public policy, engineering, political science or a related field.
- Proven professional experience in energy and/or clean technology policy, regulation or institutional development.
- Experience advising public authorities, regulators, utilities or other energy-sector institutions.
- Professional experience in the MENA region is highly desirable.
- Experience with EU-funded programmes, international financial institutions or other donor-funded initiatives is advantageous.
- Strong analytical, drafting, stakeholder engagement and communication skills.
Language Requirements
- Excellent command of English.
- Knowledge of French and/or Arabic will be considered a strong asset.

Experts may be contacted on short notice based on project requirements, availability and matching qualifications. Selected experts will be subject to approval by the Contracting Authority prior to mobilisation. Only shortlisted candidates will be contacted.
