Job Title: Basic Needs Consortium Manager Reports to: JWBG Country Representative
Department: Programs Salary Grade: 10
Job Summary
You will manage and provide technical oversight of the Basic Needs Consortium (BNC) , ensuring effective systems and processes are in place that support high-quality programming in serving the poor and vulnerable. You will ensure the BNC represents the interests of and is working effectively and efficiently across BNC members. You will represent the BNC with external stakeholders and donors and ensure strong BNC technical leadership and influence in the Gaza response . Your management skills of the Consortium Management Unit will ensure that the BNC delivers high-quality programming and continuously works towards improving the impact of its programming.
Roles And Key Responsibilities
- Lead the implementation of the BNC strategy and ensure the shared vision of the BNC. Facilitate and chair Steering Committee (SC) meetings, Field Management Team (FMT) meetings with partner programmatic/ technical leads, and Technical Working Groups (TWGs) within the BNC.
- Provide management, guidance, and technical oversight of the BNC throughout the project cycle to ensure project design, start-up, implementation and close-out are in line with quality principles and standards, donor guidelines, and industry best practices. Ensure that the Consortium has a clear workplan and roadmap, implements activities in a timely manner, and has a strong, up to date and clear system for tracking and reporting against deliverables and is meeting donor expectations.
- Effectively manage talent for the Consortium Management Unit and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailored individual development plans, and complete performance management for direct reports.
- Ensure effective BNC representation with external stakeholders and donors, in close coordination with BNC Steering Committee and Field Management Team. Ensure thought leadership from the BNC program results is represented and reflected in higher-level conversations.
- Lead the development of program learning - identify opportunities for learning, research and publications in BNC sectoral areas and implementation of MEAL policy. Facilitate the dissemination of promising practices and lessons learned to contribute to the BNC’s knowledge management agenda. Ensure integration of innovations and best practices.
- Contribute to the proactive pursuit of new funding in line with BNC strategic priorities. Serve as the technical lead and technical writer to ensure quality proposals per agency and donor standards. Contribute to budgeting and staffing plans and activities for proposals.
- Oversee technical assistance and capacity strengthening activities in BNC for staff and partner organizations to enhance program quality and impact.
- Contribute to the strengthening of partnerships relevant to the BNC and the appropriate application of partnership concepts, tools and approaches.
- Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources. Ensure compliance with donor regulations and ensure effective and transparent use of financial resources for timely and informative reporting.
- Ensure that programs are designed and implemented with a clear analysis and understanding of security.
- MEAL skills and experience required.
- Competence in building networks, strong problem-solving skills, and ability to influence effective listening, persuasion, negotiation and other techniques.
- Staff management experience and abilities that are conducive to a learning environment.
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
- Good experience in project grants management, including project design, preferably for grants from multiple public donors, including ECHO.
- Demonstrated ability to write high quality technical proposals.
- Experience engaging with partner organizations
- Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions
- Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.
- Good presentation and facilitation skills
- Proactive, resourceful, solutions-oriented and results-oriented
Travel: The position is based in Jerusalem. Must be willing and able to travel to Gaza up to 30%.

Qualifications
Basic Qualifications
- Bachelor’s Degree in International Development, International Relations, Economics or a related field required.
- Minimum of 5 years' experience inrelevant field-based project management experience required, with preferably experience in the programmatic areas of the BNC.
- Experience in managing moderately complex projects.
- Master's Degree
- Previous experience in managing consortiums or managing/facilitating/influencing in network or partnership settings preferred.
- Previous experience in contexts with significant access constraints preferred.
- Previous experience with remote management preferred.
- Knowledge of Sphere standards and other training in humanitarian response preferred.
