Planning & Licensing Manager (Real Estate Development)

A leading real estate development company, focused on income-generating assets (offices, commercial and mixed-use projects), is looking for a Planning & Licensing Manager to lead its statutory planning and permitting activities.

This is a highly impactful role with direct influence on project advancement and asset value creation. You will take ownership of end-to-end planning and permitting processes across multiple complex projects, working closely with senior management and key stakeholders.

What will you do?

• Lead end-to-end statutory planning processes - from early-stage concept and zoning changes to final approvals
• Manage building permits and licensing processes מול local and district authorities and regulatory bodies
• Drive planning optimization and maximize development rights across existing and new assets
• Build and manage planning timelines, ensuring alignment with project milestones
• Lead and coordinate multidisciplinary consultants - architects, planners, engineers, appraisers and legal advisors
• Work closely with internal teams (development, engineering, legal, asset management) and external stakeholders
• Represent the company in planning committees, hearings and professional forums
• Support senior leadership in shaping planning strategy and project direction

What are we looking for?

• 7-10+ years of experience in statutory planning and permitting, including hands-on leadership of processes
• Proven experience leading zoning (TABA) and permitting processes for complex projects
• Background in a real estate developer / income-generating real estate company or a leading planning/architecture firm - advantage
• Strong knowledge of planning and building regulations and statutory procedures
• Experience managing multiple consultants and projects simultaneously
• Relevant academic background - Architecture / Urban Planning / Civil Engineering or similar
