Head of Tenders and Contracts Section

Managing the Section (emphasis on the professional aspects of drafting and managing tenders), including:

•Overseeing all Section tenders and contractual engagements ,Drafting and managing complex tenders across various subjects (incl. timeline planning, defining professional stakeholder requirements (clients), developing the tender framework, preparing required documentation, and helping prepare professional materials)

•Managing the tender process, proposal review procedures, missing requirements, and all necessary operations for selecting the winning bidder and

executing the contract

•Handling financial aspects of tenders and contracts (preparing price proposals, price-quality weighting, and cost estimates) price-quality weighting, and estimates

•Ongoing collaboration with diverse interfaces: bidders/suppliers, the Legal Bureau, professional stakeholders (clients), senior management, and others

•Formulating and drafting requests and materials for tender committees, preparing committee minutes,and executing committee decisions

•Managing control of contractual milestones (incl. handling exercised options, material contract changes, etc.)

•Providing full support to parallel Branch sections

Requirements:

•Bachelor’s degree from a recognized academic institution in Law – required (Master’s degree – preferred

•5 + years of experience in drafting, editing, and managing tenders for organizations subject to the Mandatory Tenders Law -Must (managerial experience – advantage)

•Full proficiency in MS Office (especially Excel) – require

•Excellent verbal and written communication skills in Hebrew and Englis

•Able to manage multiple interfaces and dual-reporting task

•Able to work independently and as a tea

•Strong interpersonal communication skills and service orientatio
