Job Description:

A leading organization is seeking a Senior Technological Project Manager to lead complex projects and information systems in the fields of operational systems, security, and biometrics.

The role includes end-to-end project management — from requirements gathering and analysis, writing specifications and technical documents, evaluating technological solutions, and supporting tender processes, through implementation, integration, maintenance, and support of critical systems.

Responsibilities:

• Manage and lead technological projects in a complex, multi-system environment.
• Work closely with local and international vendors, as well as internal technology teams.
• Write functional design documents, requirements, and technical specifications.
• Support tender processes and evaluate technological solutions and vendors.
• Manage implementation, deployment, testing, and integration processes.
• Oversee maintenance, upgrades, and support for operational systems.
• Manage multiple interfaces and lead business and technological stakeholders.
• Manage work plans, budgets, and project governance.
• Provide availability for 24/7 support of critical systems and travel to sites as required.

Job Requirements:

One of the following:

• Academic degree / Practical Engineer diploma in Information Systems, Technology, or Industrial Engineering & Management + at least 7 years of experience.
• Relevant professional training totaling at least 600 hours + 8 years of experience.
• Or 12 years of experience in IT project management.

In addition:

• Proven experience of at least 7 years in writing technical documents and tender specifications.
• Experience in systems analysis, writing functional specifications, and defining technological solutions.
• Experience managing complex projects in a matrix environment.
• Broad technological understanding in development, infrastructure, networking, cyber security, and integration.
• Experience working with vendors, end users, and external stakeholders.
• Familiarity with regulations related to information security, privacy, and accessibility.
• Strong leadership, stakeholder management, and presentation skills for senior management.
• Full proficiency in Hebrew and English — speaking, reading, and writing.
