Head of Planning & Licensing (Real Estate Development)

A leading real estate developer specializing in income-generating assets (offices and commercial) is looking for a Head of Planning & Licensing to lead all statutory planning and permitting activities across its portfolio.

This is a senior, high-impact leadership role with direct influence on project feasibility, timelines and asset value. The role includes full ownership of planning strategy and execution, as well as management of a significant internal and external professional ecosystem.

What will you do?

• Lead end-to-end statutory planning and zoning processes - from concept and land use changes to final approvals
• Own all permitting and licensing processes מול planning authorities, committees and regulatory bodies
• Define and lead the company’s planning strategy across multiple projects and assets
• Manage and develop a team of professionals, alongside leading a broad network of external consultants
• Drive complex planning processes with major business and financial impact
• Build and manage planning roadmaps aligned with company goals and project timelines
• Lead multidisciplinary consultants - architects, planners, engineers, appraisers and legal advisors
• Act as the company’s focal point מול planning authorities and statutory bodies
• Represent the company in planning committees, hearings and objection processes
• Work closely with executive management on strategic development decisions

What are we looking for?

• 8-12+ years of experience in statutory planning and permitting, including leadership roles
• Proven experience managing teams and leading complex, multi-stakeholder environments
• Strong track record leading zoning (TABA) and permitting for large-scale projects
• Experience in a real estate developer / income-generating real estate company or a leading planning/architecture firm
• Deep understanding of planning and building regulations and statutory processes
• Excellent stakeholder management and leadership capabilities
• Relevant academic background - Architecture / Urban Planning / Civil Engineering or similar
