Permits / Statutory Compliance Manager (Hydraulic Projects)

At INTECSA, we are looking to hire a Permits / Statutory Compliance Manager for our Hydraulic Works Department, based in Israel.

Mission:

• To lead and coordinate all statutory, regulatory, and permitting processes required for the design and implementation of Mekorot water‑supply infrastructure projects.
• To ensure that all Detail Design deliverables comply with Israel’s Planning and Building Law, infrastructure coordination requirements, and all approvals from national, district, local, and sectoral authorities.
• To act as the interface between engineers, planners, authorities, and infrastructure stakeholders to secure timely, compliant, and risk‑free permitting aligned with Mekorot’s standards.

Responsibilities:

• Manage statutory plans and approval paths for water infrastructure: national, district, and local planning processes.
• Prepare, coordinate, and submit applications for building permits, infrastructure permits, and complementary authorizations (e.g., road structure approval where pipes crossroads).
• Manage documentation for Mekorot assets: hydraulic structures, pumping stations, pipelines, reservoirs, treatment units.
• Coordinate with local municipalities, district committees, national planning bodies, and relevant ministries (Energy, Interior, Environmental Protection).
• Coordinate infrastructure impact and permit requirements with
• Israel Electric Corporation, Mekorot (internal), telecommunications companies, Israel Roads, and others.
• Respond to authority requests for additional information and ensure alignment with statutory conditions.
• Assemble, review, and submit engineering reports, environmental assessments, land‑use documentation, and utility coordination plans.
• Prepare tender‑phase statutory compliance documentation for Mekorot Detail Design deliverables

Qualifications:

• Degree in Civil Engineering, Architecture, Urban Planning, or Building Engineering / Practical Engineering.
• Strong knowledge of Israel’s Planning and Building Law, including municipal and district permitting procedures.
• Demonstrated experience coordinating permits for linear infrastructure (pipelines, energy corridors, roads).
• Ability to manage large permitting packages including architectural, civil, environmental, and safety deliverables.
• Experience interacting with multiple authorities and statutory committees.
• Experience with water‑supply systems (pipelines, pump stations, reservoirs, treatment infrastructure).
• Familiarity with BOT or large‑scale infrastructure permitting processes.
• Knowledge of environmental and hydraulic regulatory restrictions typical for water infrastructure corridors.
• Minimum 5 years experience, 2 of them specific experience.
• C2 level of Hebrew and profiency English.
• Spanish Valuable.
• AutoCAD, GIS systems, CIVIL 3D.
• Drive license.
• Strong business acumen in project planning and management.
