Site Services & Operations Manager
Reporting to: Formulations Plant Manager | Location: Beit Shemesh
People Management: Directly manages the Site Safety Officer and the Employee Services Coordinator.

Overview:
We are looking for a strong, hands-on and highly visible Site Services & Operations Manager who leads from the floor, drives execution, and connects employees and managers to a service-oriented mindset. This role owns site services and operational continuity across site services & facilities, safety, security and emergency preparedness-ensuring full compliance with local and global regulations, a safe work environment, and uninterrupted operations that support production and quality targets.
Responsibilities:
1) Site Services & Operations (Facilities / Site Services)
- End-to-end ownership of site services: cleaning, catering, transportation/shuttles, workwear & laundry, landscaping, signage, cafeterias, office upkeep, furniture and supporting equipment, outdoor areas and yards.
- Manage vendors and subcontractors: engagement, contracts (with Procurement), service level and cost control, purchase orders and invoices.
- Build and manage the annual budget, including planning, control, savings and continuous improvement.
- Ensure site appearance and employee experience through strong on-site presence and fast response to needs.
- Accessibility ownership: gap assessment and leading required adaptations.
2) Safety Management
- Overall accountability for site safety and industrial hygiene, including implementation, enforcement and monitoring of safety procedures and hazardous materials practices.
- Lead safety routines: risk assessments, incident investigations, corrective actions and compliance monitoring.
- Fire safety readiness: firefighting equipment upkeep, periodic inspections and audit readiness.
- Ongoing collaboration with the Site Safety Officer, safety committees and plant leadership to promote a strong safety culture on the floor.
3) Security & Emergency Preparedness
- Manage physical security and site protection systems.
- Lead emergency preparedness: procedures, drills, incident activation and coordination with local emergency forces.
- Daily interfaces with authorities (e.g., Fire Department, Home Front Command, Ministry of Labor / inspectors).
- Ensure compliance with licensing requirements: business license, hazardous materials permit, fire safety and additional permits.
Requirements:
- Bachelor’s degree in Engineering / Logistics / Industrial Engineering & Management / Safety (or relevant Practical Engineer/Technician) – required.
- 5+ years of experience managing site services / operations / EHS-related scope in an industrial environment – strong advantage.
- Proven vendor management experience (cleaning/catering/security/transportation) and budget ownership – advantage.
- Experience in pharma/biotech and/or GMP environment – advantage.
- High-level English – mandatory.
- Strong MS Office skills.
