Head of Cross-Organizational Development (24514)

Job Description:

• Leading enterprise-wide development across the organization’s information systems, including development and implementation of core systems, cloud-based solutions, and SaaS/PaaS services
• Driving high-level software development processes with deep understanding of advanced architectures, integrations, information security, and CI/CD practices
• Managing complex technical teams and multiple vendors
• Leading large-scale, multi-interface projects while managing risks, budgets, and prioritization
• Establishing strong collaboration frameworks and trusted relationships with all stakeholders across the organization

Requirements:

• Relevant academic education
• At least 10 years of experience in the Information Systems domain
• Proven experience over the past 4 years as a Development Manager of a significant business unit (30+ developers)
• Demonstrated success managing complex teams, leading and motivating employees at all levels, including knowledge retention and organizational continuity
• Proven experience managing development projects, including large-scale initiatives with multiple stakeholders and users, with strong project management capabilities (risk management, budgeting, prioritization, etc.)
• Strong familiarity with multiple development platforms and technologies
• Deep knowledge of CRM infrastructures
• Experience working in the public/government sector
• Experience working with multiple information systems and cross-disciplinary environments
• Experience migrating legacy systems to the cloud and/or implementing cloud-based infrastructures
• Familiarity with organizational consulting and change management processes
• Knowledge of regulatory frameworks and compliance standards (NIST, ISO, privacy regulations)
• Deep expertise in software development, including hands-on background, cross-organizational professional leadership, and strong familiarity with advanced architectures, integrations, CI/CD, information security, infrastructure, and high-level technology delivery
• Proficiency in English for reading and analyzing professional materials
• Experience working with AI tools
