We are seeking an experienced Regulatory Reporting Manager to support the launch of a new Israeli banking entity. This is a high-impact interim assignment where you will take ownership of scoping and defining regulatory reporting requirements across financial, capital, and liquidity reporting within a retail banking environment.

This role is focused on judgement-led regulatory scoping rather than system build, supporting early-stage regulatory readiness while a permanent hire is recruited. Your work will directly influence regulatory compliance, delivery prioritisation, and implementation approach during a critical market entry phase.

The Role

As the Interim Regulatory Reporting Manager, you will lead the end-to-end assessment and definition of regulatory reporting obligations applicable to the Israeli market.

• Scoping all regulatory reports required for retail banking operations in Israel
• Defining financial, capital, and liquidity reporting obligations
• Interpreting and assessing:
• National / federal regulatory reporting requirements
• Entity- or state-specific obligations depending on incorporation and operating structure
• Identifying regulatory priorities, separating mandatory regulatory requirements from system-driven or optimisation items
• Designing pragmatic implementation and sequencing approaches aligned with business readiness
• Working closely with Finance, Product, Treasury, and Operations stakeholders
• Supporting broader entity setup and market expansion activities where regulatory reporting input is required
• Clearly documenting assumptions, regulatory interpretations, and scoping decisions for continuity and handover

Requirements

• Strong background in Israeli regulatory reporting, ideally within a retail banking environment
• Proven ability to scope regulatory obligations in greenfield or early-stage setups
• Solid business and product understanding, not purely systems-led
• Experience supporting subsidiary setup, branch launches, or market entry projects
• Confident stakeholder manager, able to communicate regulatory decisions clearly and credibly
• Technical skills are beneficial but not central:
• Basic SQL or data interrogation capability helpful
• Exposure to regulatory reporting platforms advantageous but not essential
