Job Summary
The WASH Officer (Software/Hygiene Promotion) is the lead for all non-infrastructure (software)
components of RTV's WASH program. This role is central to driving community-led behavior change,
hygiene promotion, and sanitation adoption to ensure the sustained impact of WASH interventions.
The incumbent will design, implement, and monitor innovative strategies focused on community
mobilization, capacity building, and participatory learning to transform hygiene and sanitation
practices at the household level. A fast learner, the officer will also be capacitated to support certain
cross-functional duties. The role demands collaborative engagement with Implementation teams,
VENN (Data, Planning, Evaluation & Learning), and Operations to ensure an integrated, evidence-
based approach aligned with the RTV WASH Implementation Framework.
Key Responsibilities & Accountabilities
1. WASH Software Program Leadership & Methodology Implementation
- Serve as the technical referent for field teams on all WASH software methodologies, tools, and
- Lead the software lifecycle from baseline (e.g., KAP surveys, barrier analysis) through training,
- Drive and refine strategies to achieve and measure high levels of adoption in key hygiene and
- Guide field teams in establishing and mentoring sustainability structures like WASH
to ensure lasting community ownership.
- Community Mobilization, Training & Behavior Change Communication
- Design, contextualize, and implement proven WASH software methodologies (e.g.,
village contexts.
- Develop and execute Behavior Change Communication (BCC) strategies based on formative
- Coordinate and quality-assure the delivery of all standard WASH trainings in partner villages
- Plan and support field teams in executing innovative hygiene promotion campaigns and
- Capacity Building, Stakeholder Coordination & Integration
- Serve as RTV's primary WASH software liaison with local government officials (District Health
- Conduct regular refresher training for RTV staff and local government partners on updated
- Build and maintain effective relationships with community leaders, local water committees, and
- Work closely with implementation and VENN teams to ensure WASH software activities are
household impact.
- Monitoring, Evaluation, Reporting & Learning
- Supervise and monitor the implementation of software activities, ensuring quality, timeliness,
- Collect, analyze, and utilize data on software indicators (e.g., behavior adoption rates, training
- Maintain a risk and issue log focused on adoption barriers and sustainability challenges,
- Prepare detailed weekly/monthly reports and contribute to donor reports with a strong
- Review and update WASH training manuals and handbooks in collaboration with the
- Program Support & Cross-Functional Duties
- Participate in integrated WASH needs assessments and project design, providing critical input
- Support the development of context-appropriate Information, Education, and Communication

Required Qualifications & Skills
Education & Experience:
- Bachelor's degree in Public Health, Environmental Health, Social Sciences, Social Work,
- Minimum of 5 years of professional experience in WASH programming, with a strong,
promotion, CLTS, and sustainability planning.
- Proven experience in designing, training on, and implementing WASH software methodologies
- Experience in conducting formative research (e.g., Barrier Analysis, KAP surveys) to inform
- Demonstrated experience in staff and community training, facilitation, and mentorship.
- Expertise in participatory WASH tools and approaches (CLTS, PHAST, CHAST, BCC).
- Strong analytical skills with the ability to use data for decision-making and program
- Excellent communication, facilitation, and negotiation skills in English (written and spoken).
- Proficiency in Microsoft Office Suite and data collection tools (e.g., SurveyCTO, survey 123).
- Ability to work collaboratively in a team and build relationships with diverse stakeholders.
- Physically able to hike high-terrain villages and travel extensively (up to 80% of the time).
- A fast learner with adaptability and a commitment to capacity building.
- Additional WASH related certifications.
- Professional certification in Behavior Change Communication or Community-Led Total
- Demonstrated experience in gender-integrated and inclusive WASH programming.
- Experience working with local government structures and international NGOs.
