What We Do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

Under the supervision of the Forensic Coordinator TEL and in coordination with the data team and forensic specialist GAZ, the Forensic Analyst contributes to respond to the forensic humanitarian needs by planning the collection and organization of the existing safeguarded information from interlocutors, open sources, and internal information collected (such as Human remains requests) received by colleagues.

Ensures that the forensic data for ILOT is well organized and is fit for purpose to follow up cases. Also puts in place a system to collect and store new information complementing the existing systems. Informs any plan to support authorities to locate, recover, examine, identify the deceased from the escalation of the conflict in Gaza, complying with the standards of dignified management of the deceased allowing a proper handover to the families. Produces data inventories, procedures, and tools to assist forensic planning and activities to support case resolution for missing persons, working closely with other departments such as PFL and its Gaza Search Team, PCP and OSI teams.

Participates in the proper and complete collection of data (highlighting where there are gaps that need to be filled), preliminary assessments, preservation and verification of data, analysis and follow up action of persons unaccounted for and believed to be deceased, gravesites / burials and related events.

• Information and Case Management: Execute information and case management activities according to ILOT guidelines, managing sensitive data effectively.
• Team Support: Provide technical coaching and orientation to forensic and Prot team members involved in searching for missing persons, gravesites, and human remains sites.
• Gravesites Information Collection: Act as the primary contact for collecting gravesite information through assessments and surveys.
• Data Collection and Processing: Gather and process information on missing or deceased individuals from various stakeholders, focusing on events related to death and disappearances.
• Evaluation and Verification: Analyze and document information on missing or deceased individuals, verifying data accuracy when possible.
• Information Analysis: Aggregate data from multiple sources to identify potential burial sites and manage internal requests related to missing persons and human remains.
• Procedural Development: Create workflows and standard operating procedures for effective data collection, analysis, and management, ensuring quality control.
• Reporting and Data Management: Prepare reports on findings and propose follow-up actions for case management, collaborating with ILOT teams as needed.
• Search Enhancement: Implement forensic principles to enhance searches for unaccounted individuals, creating dashboards for tracking and analysis.
• Team Environment: Promote a collaborative and multidisciplinary team dynamic to achieve shared objectives.
• Confidentiality and Compliance: Manage data according to confidentiality standards and data protection regulations.
• Forensic Data Management: Guide the implementation of forensic data structures and methodologies related to deaths, burials, and missing persons.
• Collaboration with Specialists: Work with Forensic Specialists and Data Managers to maintain the Forensic Data repository, ensuring the relevance and reliability of data sources.
  
  

• Master’s degree in Forensic Science, Criminology, Forensic Anthropology, or Genetics (human identification focus)
• Specialized Training: Forensic methodologies: human remains recovery, forensic anthropology/archaeology, DNA analysis, crime scene investigation
• Knowledge of international humanitarian law (IHL) and human rights law is desirable
  
  

• Minimum 6 years in forensic analysis, preferably in humanitarian/conflict contexts.
• Experience in managing data on missing persons, deceased individuals, and mass casualties.
• Familiarity with forensic case management systems and data workflows.
  
  

• Experience in complex humanitarian emergencies or conflict zones with political and cultural sensitivities.
• Understanding of challenges in resource-limited areas.
  
  

• Experience in multidisciplinary teams with forensic experts and humanitarian organizations.
• Proven ability to coordinate with stakeholders like families, authorities, and international organizations.
  
  

• Strong report writing skills, including forensic findings and recommendations.
• Experience presenting to diverse audiences, including non-technical stakeholders.
  
  

• Proficiency in data management systems (e.g., PROT6, CoH Monitoring Tool).
• Familiarity with GIS mapping tools for analyzing gravesites.
• Strong analytical and research skills for interpreting large datasets.
• Fluency in English and Arabic. Additional languages is an asset.
• Valid working permit in Israel or an Israeli ID is a requirement for this vacancy

• In close collaboration with the Data analysts (Prot Data and A&E) and PFL/Gaza Search Team, develops methodologies, tools, and procedures to analyze the ILOT caseload and internal data from a Forensic angle.
• They also flag possibilities of follow-up action to the Prot Coordination team according to the broad priorities set by Forensic Coordinator.
