Scope of Authority: Overall leadership of 8400’s domestic (Israel-focused) health ecosystem activities, including management of a substantial portion of the organization’s budget and responsibility for core strategic units.
Role Overview
The VP Local Health Ecosystem leads all of 8400’s activities within the Israeli health ecosystem, encompassing engagement with key stakeholders and government bodies shaping the national health landscape.
This role is a central pillar of the organization, combining strategic leadership across a broad operational arena with cross-sector coordination involving government ministries, health organizations, and industry partners.
The position includes direct leadership of two of 8400’s most influential core units driving local ecosystem development:
- The 8400 Network
- HEALTH-IL Communities
Key Areas of Responsibility
Leadership of the 8400 Network
A network of approximately 400 of the most senior leaders in Israel’s health ecosystem, including representatives from health Org, government ministries, industry, technology companies, academia, and the investment community.
Responsibilities:
- Design and lead an annual and multi-year work plan for the network.
- Manage, connect, and mobilize hundreds of senior decision-makers around systemic, national-level goals.
- Create platforms for high-impact meetings, partnerships, initiatives, and content at the national level.
- Develop values, tools, and mechanisms that strengthen the network as a leading community for execution and strategic thinking.
HEALTH-IL Communities
The HealthIL unit, embedded within 8400, is responsible for managing professional communities, forums, and innovation infrastructure across the health sector, including:
- Innovation Managers Forum
- Multinational Corporations (MNC) Forum
- PharmaTech Community
- Community (health data interoperability)
- Annual HealthIL Week conference
- Cross-sector collaboration and relationship management with health organizations on innovation infrastructure
Responsibilities:
- Lead the unit and its multi-year strategic work plan.
- Connect health organizations with technology companies and other ecosystem partners.
- Identify systemic barriers and advance solutions in collaboration with government bodies and corporations.
- Build mechanisms for the adoption, acceleration, and implementation of innovation in real-world settings.
Direct Reports (across HEALTH-IL Communities and the 8400 Network):
- Director of Communities
- Communities Coordinator
Government Relations
- Lead and manage ongoing relationships with key government stakeholders, including the Ministry of Health, Ministry of Economy, Israel Innovation Authority, JDC, and others.
- Coordinate long-term strategic initiatives and policy-related efforts.
- Represent 8400 on steering committees and professional governmental platforms.
Data & Research – National Knowledge Base for Health Ecosystem Development
- Collection and analysis of ecosystem data.
- Development of data tools and analytical outputs.
- Mapping of Israel’s health ecosystem.
- Connecting startups and researchers with investors and leading ecosystem players.
Direct Reports:
- Director of Data
- Data Analyst
Strategic Events and Conferences
- Full responsibility for planning and leading flagship conferences, with a primary focus on HealthIL Week.
- Development of high-level content arenas and professional convenings for the 8400 Network and HealthIL communities.
Position Requirements
Experience
- 6–10+ years of senior management experience, including leadership of teams, budgets, and complex organizational units.
- Deep familiarity with the Israeli healthcare system – mandatory.
- Proven experience in ecosystem leadership, innovation, regulation, or digital infrastructure.
- Significant experience working with government ministries and regulatory bodies – mandatory.
- Experience managing large-scale professional communities or forums.
Personal Skills
- Exceptional strategic, managerial, and systems-level leadership capabilities.
- Ability to build trust and manage relationships with dozens or hundreds of senior stakeholders simultaneously.
- Strong critical thinking, problem-solving skills, and the ability to operate with a broad, holistic perspective.
- High-level proficiency in Hebrew and English.
