The ideal candidate will be responsible for supervising and guiding professional departments regarding tenders and contracts.
Responsibilities:
* Ensuring the tender process is carried out in accordance with the relevant laws and municipality's policy.
* Coordinating the tender process, from the initiation stage to the signing of the agreement and managing the agreement, whenever necessary.
* Setting-up work plans and schedules for tenders and monitoring their advancement.
* Active participation and involvement in meetings and evaluation sessions.
* Reviewing tender drafts with legal advisors and municipality administrators.
* Performing costing, market, price and bid analysis to achieve the best economic results for the municipality.
* Consolidating data regarding tenders and contracts.
* Updating and monitoring tenders in the tender system.
* Monitoring applications submitted to the various municipality tenders and contracts committees.
* Implementation of cross-cutting projects.
* Performing additional tasks as required by the manager.
Qualifications
- Bachelor's Degree acquired from an institution recognized by the Council for Higher Education or by the Department for the Evaluation of Foreign Academic Degrees.
- Professional experience: candidates who do not hold an academic degree in one of the following fields: law, accounting, economics, business administration, industrial engineering or statistics or alternatively hold a valid CPA certificate - at least one year of experience is required in the field of tender valuation or in the field of tender preparation or in the field of economic or accounting analysis or in performing costing for tenders or contract agreements with suppliers.
- Experience working with contracts and suppliers - an advantage.
- Familiar with working in a computerized environment and with Office software.
- Great interpersonal and communication skills.
- Organizational and planning skills, rigor and punctuality.
- Spoken and written fluency in Hebrew.
- High personal reliability and trustworthiness.
- In accordance with the Emergency Labor Service Law, 1967, the municipality is defined as an "essential enterprise" and therefore, if necessary, the selected candidate will be assigned to the municipal emergency service.
