Chief Business Officer – Israel (Staffing & Workforce Solutions)

Innovations Group — a leading workforce solutions provider across the MENA region and Europe — is now entering Israel. We are seeking a highly strategic, entrepreneurial CBO to establish, build, and lead our staffing and outsourcing business from the ground up.

This is a pivotal leadership role for someone who understands the Israeli labor ecosystem and can guide us through market entry, setup, and rapid scale-up.

Key Responsibilities

• Lead full-market entry for Israel, including market research, competitor mapping, pricing structures, and service-model design
• Build the complete business infrastructure: operations, recruitment, sales, compliance, and delivery
• Develop and execute a commercial strategy to acquire clients across whitecollar, bluecollar, industrial, tech, and service sectors
• Establish strong relationships with local clients, suppliers, partners, and government/regulatory entities
• Hire, train, and manage the local delivery and sales teams as the business scales
• Ensure compliance with Israeli labor laws, licensing, and industry regulations
• Drive P&L ownership, financial planning, and long-term growth roadmap
• Identify new verticals, workforce models, and outsourcing opportunities unique to the Israeli market

Qualifications & Experience

• 10+ years in staffing, workforce solutions, outsourcing, BPO, or manpower services
• Strong leadership experience running or scaling operations in the region
• Deep understanding of local hiring practices, employment regulations, and workforce trends
• Proven ability to build a business or expand a region from scratch
• Strong network across multiple industries (preferred)
• Entrepreneurial mindset, self-driven, and comfortable with ambiguity
