Open Source Information (OSI) Analyst

What We Do

The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Context

The delegation operates in a situation of armed conflict/occupation, through a multidisciplinary approach centered around Protection issues. The delegation is covering both sides of the Israeli-Palestinian conflict. The delegation is based in Tel Aviv, with three sub-delegations, one focusing on the West Bank and East Jerusalem, one for the Gaza Strip, as well as one covering Israel and the Occupied Golan.

Purpose of the position

In The Framework Of The Delegation’s Protection Activities And Efforts For Better Analysis And Evidence-informed Decision-making, In Line With The Priorities, Objectives And Strategies Established By Protection Of Civilian Population And The Delegation, The Open-Source Information (OSI) Analyst Contributes To The Implementation Of The ICRC Protection Actions And Analysis, In Particular

• Contributing to the analysis of Protection of Civilian Population-related issues through open-source research and analysis, directly supporting event documentation and protection interventions.
• Overseeing the collection, verification, and analysis of OSI to inform operational planning for the delegation and situational analysis of ground realities as relevant for delivering an effective protection response.
• Prioritizes the verification of data for the documentation of protection concerns and the implementation of the protection activities. Working closely with protection colleagues in Tel Aviv, Jerusalem and sub-delegations, they will apply a rigorous, methodological approach to the use of open-source information to enhance protection activities and enable evidence-based decisions and improvements in the area of data entry, quality, support and analytics.
  
  

• Undertakes open-source research, including monitoring, collection, verification, and analysis of digital content relevant to the documentation of protection concerns and produces oral and written reports on findings.
• Implements and advances established open-source research methodologies to ensure professional standards and adherence to ICRC NIIHA approach throughout research process.
• Works closely with protection staff and coordination to complement documentation efforts in the field, provide supplementary analysis of priority events, and monitor trends to inform follow-up action.
• Regularly monitors, reviews and analyses OSI related to the conduct of hostilities and to protection concerns from reliable external sources and leverages internal data and environmental scanning to provide updates on current situation.
• Supports in the analysis of larger data sets, including open-source data, to assess trends and provide timely and reliable information to guide decision-making and prioritization.
• Follows up on all work-related messages and correspondence with the relevant contacts and departments.
• Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position.
• Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses.
• Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image.
• Takes responsibility for their own professional learning and development.
  
  

• A University degree in relevant field with demonstrated credentials, training and/or practice in the field of open source information & analysis.
• A demonstrated interest in humanitarian work, and other relevant branches of public international law, including human rights law and international criminal law.
• A minimum of 3 years of experience working in a similar role is required.
  
  

• Demonstrable experience in and knowledge of the techniques, tools and methodologies for carrying out rigorous, safe, and ethical open source research and analysis.
• Professional experience in the identification, verification, analysis and preservation of digital open source information.
• Proficiency in geospatial analysis, including geolocation, mapping and visualisation, and satellite imagery analysis.
• Ability to evaluate and integrate information from a variety of sources, including first-hand information, to document conflict-related events and provide actionable conclusions.
• Initiative and capacity to work independently under minimal supervision.
• Ability to multi-task effectively and work in high-pressure environments, including excellent planning and organizing skills.
  
  

• Excellent oral and written communication skills in English are required, including capacity to produce clear and concise reports summarizing research methods and findings; Proficiency in Arabic is highly desired.
  
  

• In line with the principle of neutrality, the ICRC does not assign personnel to a country of which they are nationals.
• Candidates must be in good health and will have to do a medical check-up prior to departure in the field.
