The Program

Australia Assists is an Australian Government program that deploys skilled humanitarian specialists to support multilateral agencies, governments, civil society and communities to prepare for, respond to, and recover from disasters and conflict. Australia Assists’ Goal is to: Save lives, alleviate suffering, and maintain human dignity during and in the aftermath of conflict, disasters and other humanitarian crises, and strengthen preparedness for the occurrence of such situations. The program’s Objective is: Targeted deployment of humanitarian expertise that meets the priorities and needs of Australia's multilateral, bilateral and civil society partners and advances Australia's international humanitarian priorities.

The Role

The Officer is charged with identifying and analysing access challenges to/from Gaza and across the West Bank resulting from civil-military coordination challenges and ensuring that WFP’s humanitarian space is respected and kept free from interference by military/armed actors. The Officer will be based in Jerusalem and will report directly to the Head of Access and HMI Unit. The incumbent will also work closely with OCHA CMCoord & Access Unit and will maintain an indirect technical reporting line with HMI HQ.

Key Responsibilities

• Support coordination between Jerusalem and Gaza offices, ensuring information flow and operational alignment.
• Provision of real-time reporting on movement coordination. This responsibility requires 24/7 troubleshooting capability and support.
• Track and monitor WFP convoys and all coordinated and notified moves while managing internal/WFP and external request for information.
• Maintain HMI databases, tracking systems, and contribute to Geographic Information Systems (GIS) for access monitoring.
• Support administrative aspects of HMI operations, including meeting coordination, document preparation, and liaison activities.
• Monitor, analyse and report on military and access-related trends, dynamics, and the impact of access restrictions/constraints on the humanitarian situation and WFP’s response in Gaza and the West Bank.
• In close coordination with WFP management/staff, coordinate with key civil-military coordination stakeholders to ensure secure, expanded, and principled access for WFP and ensure the movement of humanitarian cargo and staff to/from/within the Gaza Strip.
  
  

Selection criteria

• Advanced university degree in one or more of the following disciplines: international relations, political/social science, statistics, information management. Alternatively, a university degree with experience in development or humanitarian affairs.
• Minimum five years of experience related to Civil-Military Coordination
• Experience with international crisis response is preferred, particularly of WFP operations planning and implementation, as is familiarity with international humanitarian architecture and policy frameworks, project planning and activity management.
• Attention to detail; flexibility in accepting work assignments outside normal desk description; ability to establish priorities and to plan; coordinate and monitor own work plan in line with operational requirements
• Familiarity with humanitarian notification systems is required.
• Speaking Hebrew or Arabic is an advantage.
