Strategic Spare Parts Procurement Manager

Reporting to: Supply Chain & Logistics Director

Position Description:

Leading the strategic procurement domain and processes for bus spare parts, including comprehensive management of operational purchasing, import management from international suppliers (with an emphasis on China and Europe), responsibility for procurement and import teams, and driving continuous improvement in cost, availability, and quality of spare parts — in line with maintenance requirements, regulations, and the organization’s financial goals.

Key Responsibilities:

• Lead comprehensive procurement policies (strategic and operational) for spare parts — mid- and long-term.
• Identify, analyze, and select strategic suppliers locally and internationally; lead negotiations and close agreements.
• Manage the Operational Purchasing Manager and Import Manager, including task definition, target setting, KPIs, and workflow processes.
• Oversee all import processes, including shipping, regulatory compliance, customs, foreign trade, and customs clearance.
• Analyze market trends, pricing, and logistics costs; initiate actions to improve service levels and reduce total cost of ownership (TCO).
• Build annual procurement plans, including budgeting, supply planning, and prioritization of critical parts.
• Manage ongoing interfaces with internal departments: Maintenance, Logistics, Planning, Finance, Technical Engineering, etc.
• Work continuously with ERP systems and data analysis tools for data-driven decision-making.
• Monitor supplier performance KPIs, address quality and supply issues, and drive improvements with suppliers.

Requirements:

• Relevant Bachelor's degree (Logistics / Industrial Engineering and Management / Business Administration / Engineering) — required
• Very high-level English — fluent reading, writing, and speaking — required
• At least 5 years of experience in strategic procurement and import in a technical/industrial field — required
• Proven experience managing employees — required
• Demonstrated experience working with international suppliers and negotiating large-scale deals
• High proficiency in Excel and ERP systems (SAP) — significant advantage
• Familiarity with the vehicle/bus spare parts domain — advantage
