What We Are Looking For
NRC Palestine is looking for a Liaison Adviser who will serve as the strategic and primary focal point of contact between the INGO and relevant Governmental Authorities and Civil-Military Entities in Tel Aviv, Jerusalem and other relevant locations. This role combines high-level representation and strategic advisory and is critical in ensuring the legal and operational compliance of the organization and facilitating effective humanitarian access. This includes managing relationships with ministries, local municipalities, military coordination units, and immigration departments. Additionally, the Liaison Adviser plays a pivotal role in supporting the smooth implementation of the organization’s activities through securing necessary approvals, managing registration processes, and supporting visa applications and movement permissions.
What You Will Do
The role will have some of the following responsibilities:
- Represent the INGO with professionalism and integrity in all engagements with governmental and civil-military entities.
- Ensure that all interactions and agreements with authorities align with the organization’s values, mission, and legal obligations.
- Monitor and advise senior management on changes in national policies, regulations, and operational procedures that affect INGO activities.
- Develop and maintain strong networks and working relationships with key counterparts in government and civil-military bodies.
- Act as the focal point for all communication and coordination with relevant authorities related to INGO operations.
- Performs other duties as assigned.
- Provide strategic insights to the Country Director and management team on engagement priorities and policy shifts impacting INGO.
What You Will Bring
- Bachelor’s degree in international relations, Political Science, Law, Public Administration, or a related field.
- Minimum 5 years of relevant experience in liaison, government relations, or coordination roles, preferably with an INGO or international organization.
- In-depth knowledge of the Israeli governmental system and structures, and relevant legal frameworks governing foreign organizations.
- Proven experience navigating complex administrative and bureaucratic processes.
- Excellent negotiation, interpersonal, and communication skills.
- Fluent in Hebrew and English (oral and written).
- Previous experience working in humanitarian or development sectors.
- Existing networks or strong familiarity with governmental institutions in Tel Aviv and wider Israel.
- Strong analytical and political sensitivity, with ability to act with discretion and diplomacy, and advise on complex stakeholder dynamics.
- Duty station: Tel Aviv
- Contract:3 months renewable
- Travel: Approximately 30% to Jerusalem,
- Salary/benefits: Grade 9 on NRC’s salary scale
