מבוא

מש"ב – סוכנות הסיוע הלאומית של ישראל במשרד החוץ, אמונה על סיוע חוץ שמגישה מדינת ישראל למדינות מתפתחות ברחבי העולם, באמצעות חברת "האיגוד חברה להעברת טכנולוגיה" (חברה ממשלתית).

מש"ב עוסקת בתחומי הפיתוח השונים: חקלאות, ביטחון מזון, בריאות, חינוך, מגדר, העצמה נשית, מים, אנרגיה, איכות סביבה, היערכות לחירום, יזמות וחדשנות, פיתוח כפרי וקהילתי ופעולת לקדם פרויקטים בתחומים הללו במדינות מתפתחות שונות.

תיאור המשרה

לאיגוד דרושים מומחים/ות ארוכי מועד בתחומי החקלאות למתן שירותי ייעוץ, תכנון, הקמה, תפעול, הערכה, הכשרה והדרכה בפרויקטים חקלאיים במדינות היעד, בשיתוף פעולה עם משרדי ממשלה, גורמים מקצועיים ומרכזי מצוינות מקומיים ובינלאומיים.

המשרות מיועדות לשתי מדינות:

• סנגל – נדרשת שליטה מקצועית בצרפתית.
• פרגוואי – נדרשת שליטה מקצועית בספרדית.

בין תחומי האחריות:

• ליווי והקמת מרכזי הדרכה ומרכזי מצוינות חקלאיים.
• פיתוח והובלת תכניות עבודה שנתיות הכוללות הכשרות, ייעוץ, ביקורים מקצועיים והתייעצויות.
• אפיון צרכי השותפים ויישום תכניות הדרכה והעברת ידע.
• שיתוף פעולה עם השגרירות הישראלית במדינת היעד ומטה מש"ב.
• קידום שיתופי פעולה חקלאיים בהתאם ליעדי מש"ב ומדינת ישראל.

דרישות ותנאי סף

1. תואר ראשון לפחות באגרונומיה או הידרולוגיה.
2. ניסיון מקצועי של 5 שנים לפחות בתחום הרלוונטי.
3. ניסיון עבודה מעשי מוכח בארץ ובחו"ל.
4. שליטה בשפה זרה מקצועית בהתאם למדינת היעד (צרפתית – סנגל, ספרדית – פרגוואי) ברמה גבוהה בדיבור, כתיבה וקריאה.
5. ניסיון בליווי פרויקטים בתחום החקלאות בהיבטי ייעוץ, הקמה, תפעול, הערכה והדרכה.
6. מחויבות למגורים במדינת היעד למשך שנתיים לפחות בהתאם לדרישות.

Introduction

MASHAV – Israel’s Agency for International Development Cooperation at the Ministry of Foreign Affairs – is responsible for Israel’s foreign assistance to developing countries worldwide, through Haigud – The Society for Transfer of Technology (a government company).

MASHAV operates in various development fields: agriculture, food security, health, education, gender, women’s empowerment, water, energy, environmental quality, emergency preparedness, entrepreneurship and innovation, rural and community development, and advancing projects in these fields in various developing countries.

Job Description

Haigud is seeking long-term agricultural experts to provide consulting, planning, establishment, operation, evaluation, training, and capacity-building services for agricultural projects in the target countries, in cooperation with government ministries, professional stakeholders, and local and international Centers of Excellence.

These positions are for two countries:

• Senegal – professional fluency in French required.
• Paraguay – professional fluency in Spanish required.

Key responsibilities include:

• Supporting and establishing agricultural training and excellence centers.
• Developing and leading annual work programs including training, consulting, professional visits, and consultations.
• Assessing partner needs and implementing training and knowledge transfer programs.
• Cooperating with the Israeli embassy in the target country and MASHAV headquarters.
• Promoting agricultural cooperation in line with MASHAV and State of Israel objectives.

Minimum Requirements

1. Bachelor’s degree in Agronomy or Hydrology.
2. At least five years of professional experience in the relevant field.
3. Proven practical work experience in Israel and abroad.
4. Professional-level fluency in the relevant foreign language (French – Senegal, Spanish – Paraguay), including speaking, writing, and reading.
5. Experience in supporting agricultural projects in aspects of consulting, establishment, operation, evaluation, and training.
6. Commitment to reside in the target country for at least two years, in accordance with requirements.
