Scientific Procurement Team Leader

Responsibilities:

• Managing the scientific procurement field, including:
• Participating in the development of work plans, implementing procurement policies, and preparing management and professional reports.
• Addressing procurement client needs while meeting cost, quality, and timeline targets, directing demands, and balancing workloads.
• Analyzing and evaluating bids, including risk analysis in processes and agreements.
• Conducting negotiations for complex, high-value procurement orders (TCO).
• Monitoring the order process within the domain, handling exceptions, and tracking delivery timelines.
• Managing key suppliers, optimizing the supplier database, and reducing delivery times.
• Leading a team of domain buyers.
• Working collaboratively with multiple interfaces both within and outside the institute.

Education and Skills

• :Academic degree – Mandatory (advantage for degrees in Economics, Industrial Engineering and Management, Biology, or Chemistry)
• .At least 5 years of experience in relevant procurement fields, managing budgets of tens of millions of NIS per year – Mandatory
• .Minimum 3 years of experience managing buyers in strategic procurement – Mandatory (advantage for procurement in scientific/biomedical fields)
• .Experience and familiarity with legal procurement agreements – Mandatory
• .Graduate of certified purchasing and procurement courses – Advantage
• .Proven experience in complex negotiations, including economic analysis and target setting
• .Experience in drafting RFPs, analyzing and evaluating bids, and preparing managerial reports related to procurement processes
• .Experience in drafting commercial and technical agreements in both English and Hebrew
• .Broad vision and the ability to analyze and improve processes across the entire supply chain
• .Proficiency in Office applications, especially Excel (experience with Tefenit and ERP systems – Advantage)
• .Full proficiency in Hebrew and English, both written and spoken
• .Strong project management and team leadership skills
• .High-level service orientation and interpersonal communication skills
