Job Description

Job Summary:

The Financial Management Officer will be responsible for overseeing, coordinating, and executing financial processes to ensure efficient, accurate, and transparent financial operations. This role encompasses contracting, budgeting, documentation, payments, invoicing, taxation, and reporting functions, contributing significantly to the financial sustainability and regulatory compliance of the organization.

Key Responsibilities

🔹 Contracting

• Draft, review, and manage contracts with vendors, clients, and consultants.
• Ensure compliance with internal policies, donor requirements, and legal standards.
• Monitor contract deliverables and maintain proper documentation for each agreement.
  
  

🔹 Budgeting

• Develop and manage project and organizational budgets.
• Monitor expenditures and align spending with available resources and funding regulations.
• Collaborate with program teams to prepare and revise budgets as needed.
  
  

🔹 Documentation

• Maintain accurate and organized financial documentation including agreements, receipts, and transaction records.
• Ensure all documentation supports financial audits and reviews.
• Archive financial records according to internal and donor policies.
  
  

🔹 Payments

• Process and track payments to vendors, consultants, and staff.
• Ensure payments are authorized, timely, and within budgetary allocations.
• Maintain a robust internal control system to prevent errors and fraud.
  
  

🔹 Invoices

• Generate and issue invoices to clients.
• Track incoming invoices from suppliers and ensure timely reconciliation.
• Manage accounts payable and receivable to optimize cash flow.
  
  

🔹 Taxation

• Ensure compliance with local and international tax laws.
• Handle tax deductions, submissions, and prepare required reports.
• Liaise with relevant tax authorities and external auditors as necessary.
  
  

🔹 Reporting (MoF, Company)

• Prepare accurate and timely financial reports for internal leadership and external bodies such as the Ministry of Finance and donor agencies.
• Analyze financial performance and present recommendations for improvement.
• Ensure reports meet regulatory and organizational standards.
  
  

Qualifications

Job Requirements:

• Bachelor’s degree in Finance, Accounting, Business Administration, or related field (Master’s preferred).
• Minimum of 3–5 years’ experience in a similar financial role.
• Strong knowledge of accounting principles, financial regulations, and donor compliance.
• Proficiency in financial software and MS Excel, Quick Books.
• Excellent organizational and analytical skills.
• Strong attention to detail and integrity.
  
  

Preferred Skills

• Experience working with NGOs, donor-funded projects, or governmental financial systems.
• Knowledge of tax laws and financial regulations specific to Afghanistan.
• Fluency in Dari, Pashto, and English is required.
