Job Description

The HALO Trust Afghanistan team is seeking a qualified and highly motivated Monitoring, Evaluation, Accountability and Learning (MEAL) Officer to join the Partnerships and Donor Relations Team. Under the leadership of the Head of Partnerships and Donor Relations (HDPR), you will play a key role in enhancing the current MEAL processes and providing high-quality studies showing HALO’s impact to key donors. Additionally, you will coordinate the work planning and coordination of HALO’s MEAL teams in cooperation with the Planning and Information Management department. This position will be based in Kabul, Afghanistan, offering an opportunity to contribute to the success of HALO's programmes and partnerships in a challenging and dynamic environment.

Job Requirements

A university degree in information management, data analysis, social sciences, or a related field.

3-5 years of experience in a humanitarian or development organization.

Extensive experience in Humanitarian Mine Action.

Understanding of project design, basic MEAL tools and mechanisms.

Experience in data analysis and visualization.

Basic understanding of governmental donors and their requirements.

Strong coordination and facilitation skills.

High proficiency in written and verbal English language.

Fluency in Dari and Pashto.

Afghan nationality.

Key Responsibilities

Standards and Compliance

  • Develop comprehensive MEAL systems and procedures in cooperation with Programme Officers and HALO’s Global MEAL team.
  • Establish an overview over donor requirements regarding outcome and impact data collection and reporting needs. Develop a workplan for MEAL/Livelihoods teams.
  • Coordinate the deployment of MEAL/Livelihoods teams in collaboration with the Operational Planning team according to the identified needs. Coordinate team deployment with Unit Commander.
  • Maintain and update the programme’s Monitoring, Evaluation, Accountability and Learning guidelines, in line with international standards in coordination with the Global MEAL department.

Data Analysis

  • Translate, quality check, and feed livelihoods survey data into Survey123.
  • Quality control survey sheets which were transferred from Excel to Survey123.
  • Continuously analyse HALO Afghanistan contracts to ensure data collection tools are fit for purpose across all required reporting indicators and proactively tackle potential issues.
  • Perform monthly quality checks of socio-economic data collected by the data collection teams, identifying non-conformities and raise issues timely.
  • Develop, review, improve, and suggest improvements of data analysis tools.
  • Review and improve survey questions according to donor priorities and requirements. Coordinate the changes in Survey123 with the Information Management team.
  • Support research projects that inform and improve the impact of HALOs project design and implementation.

Capacity Building

  • Develop the capacities of the MEAL/Livelihoods teams by identifying training needs and providing training in collaboration with HALO’s Global MEAL team, to ensure alignment with global standards and best practices.
  • Contribute to the design of projects by working on project documents such as log-frames, results frameworks, theories of change (ToC), strategic plans, and MEAL plans.
  • Contribute to donor proposals and reports (including data analysis and interpretation of findings of needs assessments, formulation on Indicators, outcome reports).
  • Conduct regular field visits to monitor project activities, and adherence to Quality Benchmarks and Checklists. When required, visit and monitor the MEAL/Livelihood teams’ activity to ensure teams are conducting FGD, baseline survey, and impact monitoring surveys in high quality.
  • Support operational staff in strengthening joint planning and monitoring efforts both internally and with external stakeholders, such as the Directorate of Mine Action (DMAC), Norwegian People’s Aid (NPA), and ITAD.

Other

  • Work closely with the communications focal point to produce high-quality case studies that capture the impact of activities.
  • Establish and maintain an efficient complaint and feedback handling system at the community level. Ensure the CFM system is accessible, transparent, and responsive to community needs.
  • Conduct regular analysis of complaints and feedback trends and share these findings with the programme team, ensuring lessons learned are integrated into improvement plans. Ensure that best practices are documented and shared, and lessons are learned and well understood, to improve future project delivery.
