Resilience, Environment, and Humanitarian Aid (REHA) is a national NGO registered with the Afghan Ministry of Economy, specializing in environmental protection, climate change, disaster risk reduction, and sustainable development. REHA employs a holistic approach that integrates technical interventions (e.g., environmental restoration, resource management, infrastructure development) with policy and capacity-building efforts (e.g., advocacy, training, research, and community engagement) to enhance resilience against environmental and humanitarian challenges.
REHA’s expertise includes designing and implementing advocacy campaigns, conducting capacity-building training, performing risk and vulnerability assessments, developing policies, and raising public awareness. These efforts are complemented by physical interventions and community empowerment initiatives, all aimed at enhancing resilience against natural disasters, emergencies, and climate change impacts.
Job Description
The CLIMWOM project aims to assess the climate change vulnerabilities of women in Herat, Farah, Ghor, and Badghis provinces, focusing on the impacts in agriculture, water scarcity, health risks, economic security, and natural resource management. The findings will guide policy recommendations and programmatic interventions to strengthen climate resilience among women. Field data will be collected by trained surveyors and facilitators through: Structured household surveys; Focus Group Discussions (FGDs) with women in affected communities; and Stakeholder consultations with local authorities, NGOs, and experts.
The Technical Consultant will not conduct data collection but will design the survey methodology and then analyze, synthesize, and write the final assessment report based on the collected data.
Scope of Work & Deliverables (Weekly Schedule)
This One-month (4-week) Consultancy Will Be Implemented Flexibly Over a Three-month Period To Align With The Field Data Collection Timeline. Since Data Collection In The Four Target Provinces Requires Additional Time, The Consultant's Work Will Be Structured As Follows
- Development of Survey Methodology & Tools (Week 1)
- Design survey instruments ensuring gender-sensitive and climate-focused questions.
- Develop Focus Group Discussion (FGD) and stakeholder consultation guidelines.
- Finalize sampling strategy and methodology in collaboration with REHA.
- Data Review and Analysis (Weeks 2-3)
- Verify and clean field data received from surveyors.
- Conduct statistical and qualitative analysis to extract key insights.
- Identify regional variations in vulnerabilities between the four provinces.
- Disaggregate data by gender, economic status, and exposure to climate risks.
- Report Writing & Recommendations (Weeks 3-4)

- Ensure clarity, coherence, and alignment with Afghanistan’s climate adaptation strategies.

- Finalization and Submission (Week 4)
- Incorporate feedback from REHA, UN Women, and other stakeholders.
- Submit final report and presentation slides.
- Prepare a one-page summary of key findings for policy dissemination.
- Master’s degree (or higher) in Environmental Science, Climate Change, Agriculture, Research, Gender Studies, Social Sciences, Development Studies, or a related field.
- Minimum 5 years of experience in climate vulnerability assessments, gender analysis, and technical report writing.
- Strong expertise in data analysis, research methodologies, and policy formulation.
- Prior experience in gender-sensitive climate resilience projects is preferred.
- Familiarity with government institutions, UN agencies, and international NGOs.
