Position: Proposal Manager for PPP Infrastructure Tenders - Shikun & Binui Group's Franchising Division
Job Description:
Managing PPP (Public-Private Partnership) projects that involve planning, construction, operation, and financing of large and complex infrastructure projects, with a focus on managing the proposal preparation process during the tender procedure, submission, and financial closure stages.
- Managing, implementing, and supporting business development processes or significant commercial processes in active PPP projects.
- Leading and managing complex economic and legal processes, such as M&A (Mergers & Acquisitions), administrative petitions, and more.
- Managing external consultants across various disciplines (financial, legal, operational, engineering, insurance, etc.).
- Conducting negotiations and leading contracts with subcontractors.
- Managing pricing processes in operational and financial areas.
- Managing relationships with the project owner and/or tender committee.
- Working closely with senior managers and key stakeholders, including major subcontractors, partners, and others.
Requirements:
- Relevant Bachelor's degree in Economics, Business Administration, Law, Accounting, Industrial Engineering and Management – Mandatory.
- Experience related to PPP/BOT projects or infrastructure projects – Significant advantage.
- Experience in pricing or planning of operational services – Advantage.
- Experience in business development/tenders – Advantage.
- Knowledge of financing and involvement in complex transactions – Advantage.
- Experience working on government-related projects – Advantage.
Essential Skills and Qualities:
- Ability to manage oneself and work independently.
- Capability to handle multidisciplinary activities with swift transitions between topics – engineering, legal, financial, operational, etc.
- Commercial orientation and ability to lead complex business processes.
- Financial and economic understanding.
- High interpersonal skills and excellent written and verbal communication abilities.
- Ability to manage complex work interfaces and motivate teams without direct authority.
- Ability to work effectively in a team, find solutions, and balance complex situations.
- Ability to work under pressure and meet challenging deadlines.
- Willingness to work hard.
- Proficiency in Excel.
- Full-time position at Airport City (near Ben Gurion Airport).
