Resilience, Environment, and Humanitarian Aid (REHA) is a national NGO registered with the Afghan Ministry of Economy, specializing in environmental protection, climate change, disaster risk reduction, and sustainable development. REHA employs a holistic approach that integrates technical interventions (e.g., environmental restoration, resource management, infrastructure development) with policy and capacity-building efforts (e.g., advocacy, training, research, and community engagement) to enhance resilience against environmental and humanitarian challenges.
REHA’s expertise includes designing and implementing advocacy campaigns, conducting capacity-building training, performing risk and vulnerability assessments, developing policies, and raising public awareness. These efforts are complemented by physical interventions and community empowerment initiatives, all aimed at enhancing resilience against natural disasters, emergencies, and climate change impacts.
Job Description
Based on the findings from the Stakeholders’ Capacity Assessment and Mapping for Climate Action (SCAMCA) Report, which is a key component of the Engagement and Collaboration for Climate Action (ECCA) project, a comprehensive capacity-building program has been designed to enhance climate change and environmental governance capabilities across Afghanistan.
This program aims to strengthen the capacity of various stakeholders, including NEPA staff, relevant ministries, provincial employees, UN agencies, NGOs, Islamic scholars (Ulama), media, and other key institutions, through a series of specialized training sessions. These efforts will contribute to a more effective and informed response to climate change challenges in the country.
The National Consultant will be responsible for developing and executing a structured capacity-building training program. This includes designing training modules, developing methodologies, preparing assessment tools, coordinating and organizing training events, drafting agendas, and compiling training reports. The consultant will also ensure that all materials are available in both English and local languages (Dari and Pashto) to maximize accessibility and impact.
Additionally, the consultant will work closely with REHA Program and Senior management to align training content with national climate change and environmental governance priorities and facilitate selected training sessions as an expert trainer.
Key Responsibilities
Training Program Design and Development
- Develop a detailed training plan, including objectives, content structure, methodologies, and timelines, informed by assessment results and stakeholder consultations.
- Design a modular, culturally relevant curriculum covering key areas such as climate change governance, adaptation strategies, mitigation techniques, environmental policies, and their implications for Afghanistan.
- Ensure training materials are tailored to meet the specific needs of NEPA technical staff, provincial stakeholders, and other relevant entities, considering local challenges and contexts.
- Deliver presentations and lecturers on specific topics during the training programs.
- Plan, organize, and moderate training sessions, including agenda development, participant selection, and event documentation.
- Utilize a mix of interactive training methodologies, such as lectures, case studies, group discussions, role-playing exercises, and practical applications, to foster participant engagement.
- Recommend appropriate facilitation tools and techniques to ensure participatory and impactful learning experiences.
- Design pre- and post-training assessments to measure knowledge gains and skill improvements among participants.
- Develop materials and resources for various training formats, including Training of Trainers (TOT) programs, technical capacity-building sessions, and awareness workshops.
- Produce knowledge products, including training manuals, participant handouts, PowerPoint presentations, and other supporting materials in both English and local languages.
- Ensure materials are contextually relevant, culturally sensitive, and aligned with Afghanistan’s national climate change policies.
- Document and share key insights, lessons learned, and best practices to enhance future capacity-building efforts.
- Collaborate with local experts, academia, and trainers to ensure that the program meets participant needs and reflects Afghanistan's climate challenges.
- Plan and organize training logistics, including venue arrangements, coordination with NEPA, participant invitations, and presenter coordination.
- Monitor and evaluate progress in the design and execution of the capacity-building program, providing regular updates to REHA management.
- Assess training effectiveness through structured feedback mechanisms and recommend necessary adjustments.
- Prepare individual training session reports, summarizing content delivery, participant engagement, and recommendations for improvement.
- Draft communication and media posts, in collaboration with REHA’s Communication Unit, to highlight training milestones and impact.
- Submit a final comprehensive report at the conclusion detailing training content developed, Feedback from participants, Lessons learned and Recommendations for future training programs
- Perform any other duties assigned by REHA senior management in relation to the project’s capacity-building activities.
- A Bachelor’s or master’s degree in Climate Change, Environmental Science, Education and capacity building, ToT, Public Policy, Sustainable Development, or a related field.
- At least 5 years of experience in designing and implementing capacity-building programs, particularly in climate change, environmental governance, or related fields.
- Proven track record of working with government agencies, NGOs, and international organizations in Afghanistan.
- Strong expertise in developing training content and facilitating training sessions for diverse audiences.
- Strong organizational, analytical, and problem-solving skills.
- Excellent communication, presentation, and facilitation skills.
- Ability to design engaging and participatory training programs.
- Proficiency in English and local languages (Dari and Pashto).
- In-depth understanding of adult learning principles, training methodologies, and capacity-building techniques.
- Familiarity with Afghanistan’s climate change policies and environmental governance framework.
- Experience in monitoring and evaluating training effectiveness.
