Job Description

General Description of Task:

The Health and Nutrition Manager will provide strategic leadership for the health and nutrition department, ensuring the effective management and high-quality implementation of integrated health and nutrition projects. This includes designing and developing concepts and proposals, overseeing project execution and control, and maintaining strong relationships with relevant donors through quality reporting and regular communication.

Key Areas Of Accountability

  • Provide overall leadership for the Health and Nutrition (H/N) department.
  • Develop concepts and proposals for health and nutrition projects.
  • Ensure timely response to donor requirements, including follow-ups and submission of quality reports.
  • Support project field staff in preparing, reviewing, and revising their Detailed Implementation Plans (DIPs) to ensure effective project management.
  • Monitor project implementation through field visits to IMHNTs and regular engagement with local stakeholders.
  • Provide on-the-job coaching and training for provincial-level staff to enhance capacity and performance.
  • Work closely with the provincial project team to implement monthly targets, weekly work plans, database management, and progress reviews.
  • Conduct weekly and monthly budget tracking, monitor the DIP and MEAL plan, identify variances, and make necessary budget adjustments.
  • Develop and oversee the detailed procurement plan to ensure timely and cost-effective purchasing of project materials.
  • Collaborate with the finance department to ensure project objectives are met within budget constraints.
  • Represent the organization in key stakeholder meetings to strengthen partnerships and advocacy efforts.
  • Conduct field-based needs assessments and gap analyses to inform project improvements.
  • Ensure project management adheres to ADA’s standards, ethical guidelines, and humanitarian principles.
  • Provide timely and accurate reports to donors and relevant stakeholders.

Staff Management

  • Ensure training materials are prepared and project staff receive timely orientation in all provinces.
  • Set clear objectives for the project team and conduct regular performance reviews with constructive feedback.
  • Provide ongoing coaching and capacity-building support to project staff.
  • Establish and monitor weekly and monthly targets for the project team.
  • Ensure supervisees receive adequate support, maintain timesheets, set measurable objectives, and undergo fair and unbiased evaluations.
  • Provide on-the-job mentoring and coaching to Team Leaders and Project Officers to enhance skills, confidence, and efficiency.
  • Document performance issues and implement appropriate performance improvement plans as needed.

Reporting and Documentation

  • Support the preparation, editing, and submission of project reports.
  • Compile and analyse incoming data from field activities to inform reporting requirements.
  • Ensure timely reporting of field-level work plans on a monthly basis or as per project requirements.

Coordination and Representation

  • Maintain strong communication with field staff and community leaders to ensure coordination, information sharing, and problem-solving.
  • Collaborate with the MEAL Department to analyse project outcomes, beneficiary impact, and field-level challenges.
  • Integrate community staff feedback into program implementation to enhance efficiency and quality.

Monitoring

  • Regularly monitor project interventions, identify gaps, and develop action plans to address them.
  • Track project progress against indicators and immediate outcomes to ensure alignment with goals.
  • Share findings through detailed monitoring reports.
  • Support the Clinical Standard Scorecard process and ensure proper reporting of medical incidents.

Child Safeguarding

  • Ensure project staff comply with all relevant ADA policies on child protection and safeguarding.
  • Make child safeguarding materials available and accessible at all project sites, considering age and literacy levels.
  • Report any child safeguarding or PSEA (Prevention of Sexual Exploitation and Abuse) cases when encountered.

Qualifications

Job Requirements:

  • Medical Doctor (MD) degree with a Master’s in Public Health (MPH).
  • Extensive experience in managing health and nutrition programs/projects.

Experience And Skills

  • Minimum 4 years of experience in designing and implementing health and nutrition programs/projects with reputable international or national NGOs (I/NGOs).
  • Strong knowledge of Ministry of Public Health (MoPH) standards and guidelines.
  • Intermediate English proficiency (verbal and written) with fluency in Dari and Pashto.
  • Strong analytical skills with the ability to evaluate options, plan strategically, and make effective decisions.
  • Substantial experience in line management, team building, and capacity development.
  • Proven track record of successful team leadership, including managing implementation teams and achieving program objectives in complex, fragile, and challenging environments.
  • Experience in staff safety and security management.
  • Excellent interpersonal, communication, and presentation skills.
  • Strong commitment to ADA principles and values, including child rights and child protection.
