Information Technology Program Manager

The Program Manager will lead the execution of IT strategies and organizational policies, translating them into actionable methodologies and operational frameworks. Working in close partnership with the CIO, the role focuses on designing and executing IT roadmaps while ensuring robust governance, effective risk management, and seamless enterprise-wide adoption of technology solutions.

Key Responsibilities:

Strategic Planning & Execution

• Collaborate with the CIO to define and align IT strategies with organizational objectives.
• Translate organizational IT policies into actionable methodologies.
• Monitor the progress of the Agency's annual IT work plan and strategic initiatives.
• Develop and maintain IT governance frameworks to ensure compliance and efficiency.

Process Development & Implementation

• Design and document IT policies, procedures, and workflows.
• Create and maintain operational frameworks to support organizational needs.
• Lead the implementation of cross-organizational IT tools (e.g., Microsoft 365, management tools, AI solutions).
• Define and establish metrics to measure the success of IT initiatives.

Training & Change Management

• Develop and lead employee training programs for new IT systems and tools.
• Design and implement initiatives to raise IT awareness across the organization.
• Drive the adoption of emerging technologies and digital solutions.
• Create and execute change management strategies for successful technology integration.

Risk & Compliance Management

• Identify and assess potential IT risks and exposures.
• Ensure compliance with established IT policies, procedures, and governance frameworks.

Project Support & Success Metrics

• Collaborate with Project Managers to define and measure the success of IT projects.
• Provide support for project implementation, adoption, and user engagement.
• Develop and monitor key performance indicators (KPIs) for technology initiatives.
• Track and report on project outcomes to ensure alignment with organizational goals.

Requirements

• Bachelor's degree in information technology, Organizational Development, or a related field.
• Minimum of 3 years of experience in IT governance or IT strategic project implementation.
• Proven experience in change management and driving organizational transformation.
• Strong communication and presentation skills, with the ability to engage stakeholders at all levels.
• Demonstrated success in implementing enterprise-wide IT initiatives.

Required Technical Skills:

• Proficiency in Saleforce and other collaboration tools.
• Strong understanding of project management methodologies and best practices.
• Experience with process mapping, optimization tools, and continuous improvement techniques.
• Familiarity with emerging technologies such as AI, automation, and data analytics.

• Location: Jerusalem and Hybrid.
• Full-time position with additional hours as needed.
