Background
The Municipal Employment Bureau of Beit Shemesh was established to enhance the employment resilience of the city's residents. It serves as an innovative and unique model, being the first of its kind to be recognized and funded by the Ministry of Labor as part of a government initiative specifically tailored to Beit Shemesh. The Bureau operates under the joint auspices of the Municipality of Beit Shemesh, the Ministry of Labor, and is managed through Keren Shemesh, the Beit Shemesh Foundation.
The Bureau focuses on three strategic areas:
- Employer Engagement: Building partnerships with employers to attract medium-to-high productivity jobs to the city, while also supporting the fulfillment of local job opportunities across various sectors. This area is of critical importance given the city's rapid demographic growth.
- Enhanced Employment Services: Expanding access to employment services for residents by leveraging government and philanthropic resources. This includes initiating additional professional training programs and diversifying training opportunities within the city. The Bureau also facilitates the integration and operational launch of new training and education providers in Beit Shemesh.
- Strengthening Municipal Employment Infrastructure: Improving public transportation to major employment hubs, fostering collaborations among stakeholders, and managing the city’s municipal job site ‘Darushmesh.’ Additional initiatives include strengthening professional networks in the employment sector.
Position Responsibilities
The Director will:
- Oversee the operations and strategic management of the Municipal Employment Bureau, including setting sub-goals and implementing work plans.
- Lead the Bureau in achieving its defined objectives.
- Manage and support a team of professional staff members.
- Cultivate and sustain relationships with stakeholders, including employers, donors, and government agencies.
- Make decisions on various operational aspects, including meetings, contracts, and steering committee deliberations.
- Administer the program’s budget and oversee financial management in coordination with the Ministry of Labor and the Municipality of Beit Shemesh.
- Strengthen and nurture relationships with philanthropic donors and external funding bodies.
Qualifications:
Education:
- A Bachelor’s degree from an academic institution recognized by the National Council of Education.
- Alternatively, a certified engineering or technician qualification as per the Certified Engineers and Technicians Law, 5773-2013.
- Academic degrees obtained abroad must have approval from the Foreign Academic Degree Evaluation Division at the Ministry of Education.
Experience:
- At least three (3) years of experience in the last ten (10) years managing and supervising a team of professional employees.
- At least three (3) years of experience in the last ten (10) years managing an employment-related program with an annual budget of at least one million NIS.
Required skills:
- Language Proficiency: A high level of English proficiency; native English speakers are advantageous.
- Interpersonal Skills: Excellent communication and relationship-building abilities.
- Leadership: Proven capacity to manage complex, multi-stakeholder initiatives and effectively multitask.
