Job Description

Job Title: Program Manager I - West Bank

Job Location: Jerusalem, Ramallah, or Bethlehem

Reports to: Program Manager II

Salary Grade: 9

  • Base Location can be Jerusalem, Ramallah, or Bethlehem with frequent travel across the West Bank and to Jerusalem as required.

About CRS

Catholic Relief Services is the official international humanitarian agency of the Catholic community in the United States. CRS works to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion or nationality. CRS’ relief and development work is accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance and peacebuilding.

CRS has been present in Jerusalem, West Bank, and Gaza (JWBG) since 1961. In JWBG, CRS currently supports programs in the sectors of humanitarian relief, livelihoods, civil society strengthening, and social justice promotion through its field offices, in Jerusalem, Gaza, Ramallah, and Bethlehem. CRS is currently managing a large-scale response in support of conflict affected communities in Gaza and the West Bank in the sectors of cash and voucher assistance; shelter; psycho-social support; food assistance; and water, sanitation, and hygiene (WASH).

Background

CRS is seeking a Program Manager I to support the expansion of CRS emergency response in the West Bank, including multi-purpose cash, shelter, and psychosocial support (PSS), as well as the broader PSS portfolio. The PM I will collaborate closely with CRS urban and rural livelihoods portfolios and investments in civil society strengthening.

Job Summary

You will manage and support programming in the Country Program (CP) for projects in the areas of emergency response and psychosocial support (PSS) designing and implementing projects advancing Catholic Relief Services’ (CRS) work in serving the poor and vulnerable under CRS’ projects support by BHA and UND. Your management skills and knowledge will ensure that the CP delivers high-quality programming and continuously works towards improving the impact of its programming.

Responsibilities

Roles and Key Responsibilities:

  • Manage and implement all activities throughout relevant project cycles - project design, start-up, implementation and close-out - to ensure efficient and effective implementation in line with CRS program quality principles and standards, donor requirements, and good practices. Ensure project team and partner staff use the appropriate systems and tools.
  • With support from Technical Advisors, ensure that emergency response and PSS programming align with CRS agency approaches and global best practices. Coordinate with relevant local actors and technical advisors to ensure PSS programming is integrated throughout all CRS programming.
  • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
  • Champion learning with project staff and partner teams. Analyze and evaluate project performance data following MEAL policy. Proactively identify issues and concerns and use participatory processes to overcome implementation obstacles.
  • Act as a key resource person in project design and proposal development in respective programming area, gap-filling and taking on growth responsibilities, as needed.
  • Represent CRS in relevant humanitarian coordination structures specific to emergency response coordination and PSS.
  • Coordinate the identification of staff capacity and technical assistance needs of partner organizations and capacity strengthening and required interventions to support quality project implementation.
  • Help identify, assess and strengthen partnerships, applying appropriate application of partnership concepts, tools and approaches.
  • Coordinate and monitor financial and material resources relevant to project needs. Through planning and oversight ensure efficient use of project resources.
  • Lead on reporting on programming and budget management for PSS programming and support on reporting for BHA.
  • Support the dissemination of the CRS Safeguarding Policy & Code of Conduct and Ethics to local implementing partners, project beneficiaries, and relevant community members, including mechanisms to safely make a report or provide feedback; ensure compliance with this policy and immediately notify supervisor of any concerns.

Qualifications

Basic Qualifications

  • Master's Degree in International Development, International Relations or related field required. Additional experience may substitute for some education.
  • Minimum of 2 years of relevant field-based experience in coordinating or managing light to moderately complex projects required, preferably with an international NGO.
  • Additional experience may substitute for some education.

Required Languages – Fluency in written and verbal English required; proficiency in Arabic appreciated.

Travel – Frequent travel, up to 30%, across the West Bank and Jerusalem.

Knowledge, Skills And Abilities

  • Strong critical thinking and creative problem-solving skills with ability to make sound judgment.
  • Strong relationship management skills and the ability to work effectively with culturally diverse groups.
  • Strong written and verbal communication skills with ability to write reports
  • Proactive, results-oriented, and service-oriented

Preferred Qualifications

  • Project management experience in related sectors (emergency response and/or PSS) is highly desirable.
  • Experience working in the Middle East.
  • Experience working in complex operating environments.
  • Experience in emergency response programming.
  • Experience engaging with partner organizations.
  • Experience contributing to the development of technical proposals.
  • MEAL skills and experience preferred.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.

Supervisory Responsibilities: Senior Project Officers. Additional supervisory responsibilities may be required.

Internal: Head of Programs, BHA Project Director, Program Manager II West Bank, SPO PSS, PO Shelter, field teams working on emergency response, shelter, and PSS, and operations colleagues.

External: Peer organization, cluster representatives, UND, and partner representatives.
