JDC is seeking a MERL (Measurement-Evaluation-Research-Learning) Manager
The MERL Manager is a key function in the Planning and Program Development Division, focusing on overseeing the measurement, evaluation, research, and learning processes of JDC in the FSU. This role involves managing evaluations, monitoring program measurement, contributing to the definition of key performance indicators (KPIs), creating comprehensive evaluation reports, developing and managing long-term research projects, as well as monitoring data and information related to Jewish demography. The MERL Manager ensures effective data-driven decision-making, fosters a culture of continuous learning, and enhances the organization's impact and effectiveness.
Main responsibilities:
Evaluations Management:
- Design and manage the execution of M&E for various programs and projects against established KPIs and goals of the program.
- Collaborate with project teams and external stakeholders to define evaluation objectives, methodologies, and timelines.
- Coordinate data collection, analysis, and interpretation to assess program outcomes and impact.
- Ensure ethical considerations and data privacy in all evaluation activities.
- Prepare comprehensive evaluation reports that communicate findings, insights, and recommendations to internal and external stakeholders.
KPI Definition:
- Participate in project planning and proposal development to define relevant and measurable KPIs.
- Collaborate with Area Heads and Field professionals to align KPIs with project objectives and expected outcomes.
- Ensure KPIs are SMART (Specific, Measurable, Achievable, Relevant, Time-bound) and aligned with organizational goals.
Research Management:
- Conceptualize, plan, and manage long-term research initiatives that contribute to the organization's strategic priorities.
- Collaborate with research partners, consultants, and academic institutions as needed.
- Ensure research projects adhere to ethical standards and best practices in data collection and analysis.
Jewish Demography Monitoring:
- Monitor data and information related to Jewish demography, analyzing trends and potential impacts on the organization's work.
- Collaborate with relevant teams to integrate demographic insights into program planning and strategy.
Learning and Capacity Building:
- Promote a culture of continuous learning by sharing insights from evaluations and research across the organization.
- Provide training and capacity-building support to staff members on data collection, analysis, and reporting.
Requirements:
- Master’s degree in Social Sciences, or related fields. PhD’s degree is preferred.
- Minimum 5 years in a similar role focusing on monitoring, evaluation, research, and learning.
- Proven track record in designing and implementing M&E frameworks and tools.
- Experience in working within diverse cultural settings, particularly in international organizations or NGOs.
- Prior experience in managing long-term research projects. Experience in monitoring demographic data is preferred.
- Excellent command of Russian, English, and Hebrew (verbal and written).
- Proficiency in MS Office applications and various NLP tools.
- Strong analytical and critical thinking skills, ability to translate complex data into actionable insights.
- Excellent written and verbal communication skills.
- Ability to communicate findings and recommendations clearly across different cultural contexts.
- Strong project management skills, and ability to manage multiple projects simultaneously.
- High level of cultural sensitivity and the ability to work well across cultures.
- Ability to lead without direct authority, influence, and guide teams towards achieving goals.
