FUNCTION Accounting
Salary: $85,237.21 - $106,546.52 Commensurate with Experience
SUMMARY
Supervises the activities of the financial reporting and accounting staff and assists the Airport’s Finance Director and Controller in managing Departmental accounting compliance and reporting. The Financial Reporting Manager is responsible for compiling and computing a complex rates and charges system in compliance with tenant agreements.
This position is also responsible for overseeing the compilation of the Airport’s Annual Comprehensive Annual Financial Report (ACFR) through coordination and collaboration with internal staff, City Financial Reporting counterparts and consultants.
Responsibilities:
Supervision of the day-today activities of the Aviation Department’s financial reporting and accounting staff.
Coordinates with the Airport Finance Director and Controller on the compilation and computation of a complex rates and charges system in accordance with the Airport-Airline Use and Lease Agreement.
Oversees compliance with all Federal Financial Reporting Requirements from the Federal Aviation Administration and other Federal agencies as required.
Manages all data processing operations of the accounting division.
Establishes and ensures effective implementation and compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), guidance from Governmental Finance Officers Association (GFOA), as well as City and Aviation accounting policies and procedures
Responsible for the coordination and production of the Airport’s ACFR, grant and lease agreements, and other necessary reports.
Oversees the analysis of financial systems and financial data for financial reporting to internal and external stakeholders.
Responsible for end-of-year financial reconciliations, including airline rates and charges, rental car companies, valet operator, fixed base operator, and other tenants or management companies as required.
Identifies, investigates, and resolves complexities encountered in assigned accounting and financial activities; coordinates and directs special projects.
Coordinates activities with other departments, Airport tenants and the public.
Preferred Qualifications
Major coursework in accounting, business administration or related field required. Experience in financial and cost accounting, financial analysis and supervision required.
Minimum Qualifications:
Associate degree and 10 years of relevant work experience
OR
Bachelor’s degree with seven years of relevant work experience
OR
Master’s degree and five years of relevant work experience
Knowledge, Skills and Abilities:
A working knowledge of administering airline lease agreements.
Thorough knowledge of the principles and practices of governmental accounting and fund accounting systems.
Thorough knowledge of cost management principles, techniques, statistical analysis techniques.
Ability to analyze financial transaction systems and recommend improvements.
Ability to supervise and develop accounting staff
Ability to communicate effectively, both orally and in writing.
Ability to exercise independent judgment and initiative.
Computer literacy required with emphasis on Access, Excel and Word.
Additional Information:
This is a hybrid position (two days in office and three days remote) where standard office hours apply Monday through Friday. Additionally, attendance required at after-hours meetings, and during urgent or special situations.
Valid driver’s license with no more than 6 points with the ability to obtain and maintain city driving permit.
