Cost Estimator - Soft FM Services

Collaborative Relationships

• Develop and manage collaborative partnering relationships with the client, the JLL account team, the suppliers and other business stakeholders.
• Work closely with FM cleaning and other soft services suppliers to resolve commercial challenges.
• Share commercial best practice across the cleaning and soft services suppliers to improve the overall commercial management service the client receives.
• Lead collaboration workshops and process review sessions to unlock potential cost saving opportunities, identify added value and innovation across all cleaning and FM soft services suppliers, to maximise the commercial benefits the client sees.
• Tap into JLL’s digital platform to develop cost insights and opportunity assessments, and to make data-driven decisions with the JLL account team, the client and the cleaning / soft services suppliers.
  
  

• Cleaning and other soft FM services supplier cost / pricing analysis.
• Gather market data for labour wage rates, labour productivity rates, materials costs etc.
• Gather wider economic indicator data relevant to cleaning and other FM soft services.
• Market cost benchmarking.
• Labour productivity / time per task analysis.
• Should-cost modelling and future cost forecasts.
• Supplier cost / pricing / headcount model negotiations.
• On-demand supplier cost verification.
• Identify headcount efficiency and cost savings opportunities.
• Production of opportunity assessment documents for internal and client review.
• Liaison with the client and FM Ops site teams.
• Contributing towards implementation of savings and efficiency initiatives with cleaning and other soft FM services suppliers.
  
  

• Regular periodic audits and verification of supplier invoices.
• Verification of correct rates, reasonable site hours given works complexity, and appropriate value for money vs prevailing market costs for comparable services.
• Produce report detailing non-conformances.
• Conduct lessons learned reviews with FM Ops team and identify changes in process required.
• Liaise with FM soft services suppliers to address and resolve issues from invoice verification.
• Manage formal invoice dispute process with suppliers and track disputed items to resolution.
  
  

• Contribute to the development of procurement strategies.
• Identification of new cleaning and other FM soft services vendors.
• Coordinate with new vendors on completion of pre-qualification documents.
• Support development of RFP opportunity assessments.
• Contribute to identifying viable suppliers for future RFP bid lists.
• Perform initial market engagement with potential suppliers on objectives and timings for upcoming RFPs.
• Participate in RFP go / no-go meetings with the client and FM Ops teams.
• Support and help coordinate management of RFPs.
• Extensive supplier liaison throughout bid processes.
• Extensive client and FM Ops team communication throughout each bid stage.
• Supplier cost / pricing / headcount analysis in supplier RFP bid returns.
• Support supplier cost / pricing negotiations.
• Support development of bid recommendation reports and supplier bid scorecards.
• Participate in RFP bid recommendation meetings with the client and FM Ops teams.
• Support supplier contract negotiations.
• Support oversight and governance of supplier transitions.
• Support supplier risk analysis and mitigation planning.
• Support subcontract change control process.
