Consortium Quality Manager
PURPOSE OF THE JOB:
Support the Consortium Project Team to ensure all QA/QC (Quality Assurance & Quality Control) aspects of the project are developed, deployed and monitored by coordinating all quality and railways safety activities throughout the project (SQCDP) from design to start or revenue service.
Reports to: Consortium Project Director
Main Responsibilities
Customer Quality:
- Be the interface with the Customer quality and railways safety teams
- Develop an unified Quality Management System (QMS) for the consortium members involved in construction of the railways project,
- Ensure the proper implementation of the Quality Management System through the application of the Consortium Project Quality Plan,
- Establish quality control procedures/ and or other projects plans, guidelines, and standards that align with project specifications, codes, and regulations,
- Conduct regular inspections and audits across consortium members' projects to ensure compliance and consistency in quality standards,
- Collaborate with consortium members, project managers, engineers, and contractors to address quality issues and implement corrective actions,
- Contribute to the criticality assessment of sub-systems to ensure right level of safety and quality assurance as well as inspection activities for all identified CTQ,
- Be the preferable interface in the Consortium Project Team for all the métiers Quality needed for the Project (Engineering EQ, Industrial IQ and Supplier SQ, if any.),
- Guide project teams in understanding Quality contributions to the project,
- Animate and coordinate the project quality community (system and sub-systems),
- Provide quality awareness on quality activities planned for the project and organize if needed quality trainings,
- Support on request project audits, reviews and approval of vendor quality systems and audits compliance.
- Support the project teams and the Consortium PD to prepare reviews & follow up related action plans,
- Report quality and safety alerts and manage Non-conformities and Safety issues,
- Ensure quality of the modifications/changes made during the project,
- Control project deliverables compliance through inspection and audits - to authorize presentation / delivery to customer,
- Ensure that all the REX of all the métiers have been considered in the Risks & Opportunities and closely monitor to prevent occurrence (Consortium REX),
- Make sure to manage with SQ Team and/or Sourcing a good synchronization and follow-up FAI, Type test & FAT activities.
- Facilitate problem solving during project execution phase to reduce the costs of non-quality and avoid delays & penalties (8D, REX and standards evolution),
- Make sure that the relevant stakeholders are included in Customer issues solving process (if needed),
- Implement an effective corrective and preventive action system,
- Provide support for progress periodic reporting through quality indicators and identify improvement opportunities.
- In line with specific Project contractual milestones, deliverables and penalties,
- Quality Objectives defined and agreed at Consortium level,
- "On Time" delivery & Project Performance Indicator,
- Number of remaining Quality, Railway safety or Customer Issues to fix after target time agreed,
- Cost of Non-Quality and speed to solve non-conformities (NCR’s),
- Auditing performance.
- Location: Israel-Tel Aviv , with some travel and/or missions.
- Educational Qualifications:
- Bachelor's degree in Civil Engineering, Construction Management, or a related field is preferred.
- Relevant certifications in quality management (e.g., Certified Quality Manager) are advantageous.
- Experience:
- Minimum of 12 years of experience in quality management within the construction industry, with a focus on transportation projects.
- Proven track record of successfully managing quality control processes in a consortium or collaborative environment.
- Technical Skills:
- In-depth knowledge of transportation construction practices, materials, and testing methods.
- Proficiency in interpreting construction drawings, specifications, and contract documents.
- Rigor, communication and Familiarity with quality management systems and tools (e.g., ISO 9001, IRIS, Six Sigma) and other quality tools.
- Soft Skills:
- Excellent collaboration and communication skills to work effectively with diverse consortium members.
- Strong problem-solving abilities and attention to detail.
- Ability to navigate complex relationships and conflicting priorities within a consortium setting, and handle pressure.
- Additional Requirements:
- Familiarity with relevant transportation construction regulations and standards.
- Ability to travel to consortium members' project sites as required.
