OverviewThis position description is subject to change at any time as needed to meet the requirements of the program or company.The Alternate Site Manager (ASM) is responsible for meeting the Contractor’s work requirements, including scheduling of personnel, work supervision and quality control for mission essential base operating support services. The ASM primary responsibility is to perform work as a Structural Technician and certified Locksmith to meet the requirements of the performance work statement (PWS) to support the maintenance of two Forward Operating Sites (FOS) at fully operational levels located within Israel. Services shall include customer support and work order management, infrastructure maintenance for storm water systems, pavements, site improvements, airfields, generators, building & traffic signs, water distribution, sanitary sewer systems, electrical distribution systems, communications infrastructure, facility maintenance, plumbing systems, HVAC systems, interior electrical, roofs, fire protection & suppression systems, custodial services, refuse collection and disposal, locksmith services, grounds maintenance, pest control, appliance & gym equipment maintenance, project planning, design and construction management and vehicle management, maintenance and materiel control. The ASM is responsible for oversight of the successful performance of key subcontracts put in place to support contract requirements and shall perform as the Site Manager in his/her absence.ResponsibilitiesMAJOR JOB ACTIVITIES:
- Responsible for the overall management, execution, and personnel supervision of the base operating support functions as described in the Performance Work Statement.
- Shall be located on site at all times during standard duty hours to oversee and perform all contracted operations.
- Responsible for communicating and upholding company standards, leading by example, working as a team and providing clean, friendly and well-maintained work centers.
- Establish a standardized base master and sub-master key structure for the facilities. Secure key blanks, card key systems, master keys, key codes and duplicates to avoid misuse or unauthorized access to government facilities.
- Provide locksmith services to maintain locks, panic hardware, mechanical ciphers, and real property installed vaults. Repair or replace all missing, broken, or inoperative locks.
- Responsible for all manner of structural component install, inspection, fabrication, operation, maintenance and repair as specified in the performance work statement to include automatic entrance doors and components, locks, locking devices, panic hardware, door closers, windows and components, roofs, siding and trim, framing, standing seams metal roofing systems; flashing, curb and gutter systems, walls and partitions components, interior and exterior carpentry, masonry, metal and fabric repair/fabrication work, welding support, to include oxy/acetylene cutting, duct systems, ceiling systems, floors, corrosion control, pavement painting and striping, remodeling/refurbishing existing facilities, vinyl sign production, protective coatings, sealants, epoxies, glues, demolition, forms for concrete work, slab on grade and other foundations, concrete placement and finishing within and butting up to facilities, shoring; painting, and fencing services.
- Provide inspection, maintenance, repair, and installation of overhead and rollup doors.
- Shall conduct an annual roof & truss inspections and repair on all roofs for facilities as identified in the PWS. Repairs may include patching, sealing, caulking or other weather proofing techniques.
- Responsible for establishing and maintaining a comprehensive quality and safety program in compliance with OSHA, Vectrus, and United States Air Force (USAF) requirements.
- Responsible for maintaining a safe, clean, sanitary, healthy, presentable, professional atmosphere, free of dust, clutter and trash in all working facilities and areas.
- Responsible for establishing and maintaining a comprehensive, flexible, and properly documented training program.
- Responsible for successful implementation of all contractual matters and CDRL reports at designated site/location in conjunction with the Program Management Office Task Order Manager.
- Shall meet with the contracting officer, contract administrator, government’s quality assurance person and other government personnel as deemed necessary.
- Responsible for proper utilization and safeguarding of all government and contractor provided property (e.g., to include government facilities, equipment and tools).
- Manage subcontracts put in place to support contract requirements and monitor Local National (LN) labor as needed in accordance with AFCENTI 32-1002.
- Responsible for precise execution of company time reporting procedures and accurate completion of timesheet.
- Performs other duties as assigned.
- Must have a High School diploma or equivalent, Associate’s or Bachelor’s Degree in construction/engineering preferred.
- Must have a certification, degree or equivalent in construction, engineering or welding.
- Must have a current, valid U.S Passport and U.S Driver’s License.
- Must have an international driver's license and capability of obtaining an Air Force flight line driver’s license
- Must have and maintain a valid U.S SECRET Security Clearance prior to deployment.
- Must be able to read, write, speak and understand English fluently.
- Must be able to pass employment and deployment qualification requirements that include psychological, medical, dental, drug testing, background checks, etc.
- Candidates must successfully complete hands on CBRN (chemical, biological, radiological and nuclear) defense training. Training includes the successful fit testing of DoD provided protective gear.
- A minimum of five years of field experience in Structural Maintenance. A minimum of two years of Locksmith experience.
- Two years of progressive supervisory experience.
- Must be capable of managing a diverse workforce.
- Management experience to include: supervision of employees, completed required reports, and dealing professionally with the customer.
- Great communication, teamwork, decision making, and supervisory skills.
- Must be skilled with Microsoft programs such as Excel, Word, and Power Point.
- Able and willing to work periods of long hours to meet mission requirements
- Military experience in a contingency environment and knowledge and experience working with government contracts preferred.
