Overview
- The Site Manager (SM) is responsible for meeting the Contractor’s work requirements, including scheduling of personnel, work supervision and quality control for a mission essential base operating support services. The SM shall have full authority to act for the Contractor on all matters relating to the daily operation of this task order. The SM is responsible to provide all services necessary to provide BOS-I services to mission partners including transient, temporary duty (TDY), permanent party, and rotational personnel at two Forward Operating Sites (FOS) located within Israel. Services may include operations, maintenance and repair of power production services, electrical services, HVAC, locksmith services, structural services, utility services, pest management services, heavy equipment/operator services, water systems and fuel systems, refuse, recyclable and hazardous waste collection, removal and storage services, portable toilets, septic and sanitary services, bottle and bulk water delivery and distribution, street and perimeter lighting and light carts, cold storage, fire protection, detection, alarm and suppression services, vehicle management, maintenance and materiel control, ground transportation, aerial port, transient alert, aircraft fuel support and fuel systems, vehicle refueling and supply management as specified in the Performance Work Statement. The SM is responsible for direct oversight of the successful performance of key subcontracts put in place to support contract requirements.
- Shall be located on site at all times during standard duty hours to oversee and perform all contracted operations.
- Responsible for communicating and upholding company standards, leading by example, working as a team and providing clean, friendly and well-maintained work centers.
- Responsible for establishing and maintaining a comprehensive quality and safety program in compliance with OSHA, Vectrus, and United States Air Force (USAF) requirements.
- Responsible for maintaining a safe, clean, sanitary, healthy, presentable, professional atmosphere, free of dust, clutter and trash in all working facilities and areas.
- Responsible for establishing and maintaining a comprehensive, flexible, and properly documented training program.
- Responsible for successful implementation of all contractual matters and CDRL reports at designated site/location in conjunction with the Program Management Office Task Order Manager.
- Shall meet with the contracting officer, contract administrator, government’s quality assurance person and other government personnel as deemed necessary.
- Responsible for proper utilization and safeguarding of all government and contractor provided property (e.g., to include government facilities, equipment and tools).
- Manage subcontracts put in place to support contract requirements and monitor Local National (LN) labor as needed in accordance with AFCENTI 32-1002.
- Responsible for precise execution of company time reporting procedures and accurate completion of timesheet
- Performs other duties as assigned.
- One year related experience may be substituted for one year of education, if degree is required.
- Must have a High School diploma or equivalent, Bachelor Degree preferred.
- Must have a current, valid U.S Passport and U.S Driver’s License.
- Must have an international driver's license and capability of obtaining an Air Force flight line driver’s license
- Must have and maintain a valid U.S SECRET Security Clearance prior to deployment.
- Must be able to read, write, speak and understand English fluently.
- Must be able to pass employment and deployment qualification requirements that include psychological, medical, dental, drug testing, background checks, etc.
- Candidates must successfully complete both online and hands on CBRN (chemical, biological, radiological and nuclear) defense training. Training includes the successful fit testing of DoD provided protective gear.
- A minimum of ten years of experience managing base operations support.
- Must be capable of managing a diverse workforce.
- Management experience to include: supervision of employees, completed required reports, and dealing professionally with the customer.
- Excellent communication, analytical, project management and supervisory skills.
- Must be skilled with Microsoft programs such as Excel, Word, and Power Point.
- Able and willing to work periods of long hours to meet mission requirements
- Military experience in a contingency environment and knowledge and experience working with government contracts preferred.
