OverviewThis position description is subject to change at any time as needed to meet the requirements of the program or company.The Materiel Control Supervisor (MCS) shall comply with Technical Order 36-1-191, AFI 23-101, AFI 24-302, USAFCENT OI 24-302, and polices/procedures on use of the Internet Based Contractor Operated Parts Store (ICOPARS) parts procurement system to include such standard actions as planning, implementing, and controlling flow, storage, and distribution of supplies/parts, setting up supply points, turning in serviceable and repair cycle assets, reconciling due-in from maintenance (DIFM), and Core returns. In addition to Material Control responsibilities, the MCS will perform Pest Control services & assist with general Vehicle Maintenance requirements.ResponsibilitiesMAJOR JOB ACTIVITIES: Please list by order of priority and, if possible, provide the percentage of time spent on the activity all should equal 100%.
- Responsible for properly managing the warehouse and supply chain by complying with best practices and procedures for the procurement and issuance of replacement parts and stock.
- Shall perform item and monetary accounting and inventory stock control.
- Shall compute requirements, determine allowance, research, and identify supplies and equipment requirements.
- Shall perform operations involved in storage, inspection, identification, and receipt of property and shall be responsible for facility safety and security.
- Shall conduct inventories and operate automated equipment, special purpose government vehicles, and material handling equipment.
- Shall complete local parts purchase through ICOPARS in accordance with all governing directives.
- Shall manage, inventory, and store the centralized bench stock, working stock/shop stock, and work order residue.
- Shall upon request source parts from local vendors for AFCENT bases throughout the AOR.
- Shall be responsible to manage and meet the Precision Measurement Equipment Laboratory (PMEL) program requirements.
- Shall develop an OI to specify tool accountability procedures to fit the local mission and physical shop layout IAW AFI 24-302
- Shall comply with AFMAN 91-203, Air Force Occupational Safety, Fire, & Health Standards , and HAZMAT policy.
- Shall perform pest control services for insects, rodents, and other pests or organisms.
- Shall manage parts, labor, tools, and equipment required to maintain and manage the USAF owned vehicle fleet IAW the standards established in AFI 24-302, Technical Order 36-1-191, applicable vehicle technical orders, and/or manufacture service manuals.
- Shall assist with general maintenance requirements to include but not limited to change of fluids, belts & tires.
- Responsible for following a comprehensive safety program in compliance with OSHA and United States Air Force (USAF) requirements.
- Responsible for maintaining a safe, clean, sanitary, healthy, presentable, professional atmosphere, free of dust, clutter and trash in all working facilities and areas.
- Shall perform as supplemental personnel in all scopes of work such as vehicle operations, vehicle maintenance, and fleet management as needed.
- Shall complete all Vectrus and government assigned/required training.
- Responsible for proper utilization and safeguarding of all government and contractor provided property (e.g., to include government facilities, equipment and tools).
- Responsible for precise execution of company time reporting procedures and accurate completion of timesheet.
- Performs other duties as assigned.
- Utilizes a variety of shop tools and other general office equipment.
- May be exposed to potentially hazardous conditions that require wear of hard hats, gloves, steel toed boots, hearing protection, safety glasses and other personal protection equipment (PPE); may be required to push, pull, and lift heavy equipment.
- Use of cell phones to maintain contact and accountability of work activities.
- Work will be indoors and outdoors.
- Exposure to heat, cold, dust, noise, chemicals may occur.
- Overtime and shift work may be required depending on contractual needs.
- Employee must comply with all Federal, State and Local regulations and published Company work rules as well as written instructions.
- Task specific work environment training will be provided as required.
- Must be prepared to function in a wartime environment to support U. S. interests. 100% Overseas Assignment.
- High school diploma or equivalent.
- Prefer knowledge of US Military vehicles and equipment, OSHA, ANSI, ASME, military regulations standards, and OEM requirements.
- Must possess 4k thru 10k forklift experience.
- Must be capable of obtaining a pest control certification.
- Must have a current, valid U.S Passport and U.S Driver’s License.
- Must have an international driver's license and capability of obtaining an Air Force flight line driver’s license.
- Must have and maintain a valid U.S SECRET Security Clearance prior to deployment.
- Must be able to read, write, speak, and understand English fluently.
- Must be able to pass employment and deployment qualification requirements that include psychological, medical, dental, drug testing, background checks, etc.
- Candidates must successfully complete both online and hands on CBRN (chemical, biological, radiological and nuclear) defense training. Training includes the successful fit testing of DoD provided protective gear.
- Shall have a minimum of eight (8) years’ experience in supervisory functions such as supply policies and procedures,
- Air Force property accounting, stock and inventory control, accountability and responsibility, principles of property accounting through manual or automated data processing (ADP), storage methods, warehouse control (receipt, issue, and disposal), materiel handling techniques, methods of preparing and maintaining supply records, manual and automated supply accounting systems, logistics principles and interactions (supply, maintenance, transportation, and procurement).
- Qualification standards should be consistent with the AFSC 2S091.
- Must have functional knowledge of ICOPARS, DPAS, ETIMS and EES.
- Great communication, teamwork, decision making, and supervisory skills.
- Must be skilled with Microsoft programs such as Excel, Word, and Power Point.
- Able and willing to work periods of long hours to meet mission requirements.
- Military experience in a contingency environment and knowledge and experience working with government contracts preferred.
