Elbit Cyclone in Bar Lev is looking to hire a Program Procurement & Sourcing Manager - An employee of supply chain/procurement, a member of the project management team from preliminary program stages (such as: response to tender, proposal submission, NPI). His/ her roles:

Lead purchase/SC cost base establishment as member of the proposal team
Serve as a POC for program manager regarding procurement and SC, and synchronize between those handling each of the work packages towards meeting program goals
Take part in customer PMRs, lead supplier PRRs
Collaborate with the Divisional Procurement & Planning teams, inasmuch as their involvement in the matter is required for receiving guidance or direction
Formulate and Monitor purchase/SC budget, together with the program manager
Optimize budget through cost reductions, early involvement in engineering and sourcing initiatives
Source for new suppliers and establish supply chains supportive of program requirements
Define procurement/SC risks to program manager, create and execute mitigation plan
Negotiate and establish LTAs with key program suppliers. foster long term relationships with strategic suppliers & partners
Implement TCO (Total Cost of Ownership) approach towards program budget
Perform FLOW DOWN from main contract to sub tiers
Verify creating a logistic plan opposite the terms of sale, per work package
Participate in Make/Buy decisions while actively participating in defining interfaces between project work packages
Activate and coordinate with all procurement/SC parties implementation of changes in the program throughout its lifespan (schedule/scope changes/options/stops, etc.)

Bachelor's degree in engineering / management / logistics / economics
High Negotiation Skills and proven experience in establishing LTAs / negotiating T&Cs
Strong and comprehensive background in Supply Chain – global Sourcing, procurement and Logistics. Emphasis on Aerospace & Defense Markets - Mechanical Parts and Assemblies
Proven experience in project and subcontractors management (Locally and Abroad)
At least 3 years experience preforming a matrix role in a complex and dynamic environment, as part of a large organization
Technical Knowledge – familiar with production processes and flow, reading & understanding of mechanical drawings
Leadership and ability to work independently or as part of a team while driving co-workers towards goals
Representative , Excellent communication skills , Self Driven & Motivated
Professional English verbal and writing skills - Additional languages knowledge is an advantage
Highly skilled and experienced with Excel & Powerpoint , MSproject is desirable
Past experience in managing procurement / supply chain teams - Advantage
Past experience in similar roles within Aerospace & Defense companies – Advantage
Position involves traveling aboard as required (up to 20%)
